Վարչապետ Կարեն Կարապետյանի գլխավորությամբ կառավարությունում այսօր սկսվել են Հայաստանի Հանրապետության 2017 թվականի պետական բյուջեի նախագծի վերաբերյալ քննարկումները:
«ՀՀ 2017 թվականի պետական բյուջեի մասին» ՀՀ օրենքի նախագծի տեքստային մասի նախնական տարբերակի վերաբերյալ ըստ ոլորտների առաջարկություններ են ներկայացրել ՀՀ էկոնոմիկայի, մշակույթի, սփյուռքի, սպորտի և երիտասարդության նախարարությունների, ՀՀ կառավարությանն առընթեր պետական եկամուտների կոմիտեի, ՀՀ սահմանադրական դատարանի, ՀՀ դատախազության, ՀՀ հատուկ քննչական ծառայության, ՀՀ դատական դեպարտամենտի, ՀՀ վերահսկիչ պալատի, ՀՀ կենտրոնական ընտրական հանձնաժողովի, ՀՀ տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովի, Հայաստանի հանրային հեռուստառադիոընկերության ու Հեռուստատեսության և ռադիոյի ազգային հանձնաժողովի ղեկավարները և ներկայացուցիչները:
Մինչ քննարկումն սկսելը, վարչապետ Կարեն Կարապետյանը նշել է, որ պետք է արմատապես վերանայել պետական ապարատի առջև դրված խնդիրները, չափելի արդյունքների միջոցով ստուգել իրականացվող աշխատանքի արդյունավետությունը: Վարչապետի խոսքով՝ պետական ապարատի ծախսերը պետք է կրճատել զգալիորեն և տնտեսումների հաշվին ապահովել անհրաժեշտ գործառույթների պատշաճ կազմակերպումը, ինչը, սակայն, որևէ կերպ չպետք է անդրադառնա աշխատանքի արդյունավետության վրա և չպետք է իրականացվի աշխատանքի որակի հաշվին:
Հատկանշելով գերատեսչություններում կառուցվածքային փոփոխությունների և հաստիքացուցակների օպտիմալացման անհրաժեշտությունը՝ Կարեն Կարապետյանը նշել է, որ պետական բյուջեով իրականացվող ծրագրերը չպետք է բեռ լինեն հարկատուի համար, դրանք պետք է պետական բյուջեում ամրագրվեն, եթե անհրաժեշտ արդյունավետություն են ապահովում իրենց նպատակների իրագործման տեսանկյունից:
Այս առումով վարչապետը կարևոր է համարել նաև նախարարությունների ենթակայության տակ գործող կառույցների գործառույթների իրականացման ու դրանց արդյունքում քաղաքացիների և տնտեսավարողների համար ստեղծվող հավելյալ արժեքի վերաբերյալ տնտեսական հիմնավորումները:
