Ներկայումս Հայաստանի առջև ծառացած են բազմաթիվ մարտահրավերներ, որոնց հանգուցալուծումը հնարավոր է միայն տևական և հետևողական աշխատանքի արդյունքում: Երկրի տնտեսության բարդ իրավիճակը պահանջում է արմատական քայլերի ձեռնարկում գործունեության տարբեր ուղղություններով, ինչը ակտուալ է դարձնում նաև կադրային փոփոխությունների հարցը:

Կառավարման համակարգի արդյունավետ գործունեության համար առաջին հերթին բարձր պրոֆեսիոնալիզմի ապահովման խնդիրն է դրված, քանի որ կառավարման տարբեր օղակներում «օդիոզ» դեմքերի պաշտոնավորումը արգելակում է այդ պրոցեսը:

Նոր կառավարության ձևավորումից և վարչապետի նշանակումից ի վեր խոսվում էր կառավարության կազմում տեղի ունենալիք փոփոխությունների մասին: Մամուլում շրջանառվում էին տարբեր վարկածներ, թե ինչ պաշտոնանկություններ են լինելու, հատկապես որ նախարարներն են հեռանալու և ովքեր են հավանական թեկնածուները՝ համապատասխան պաշտոնները զբաղեցնելու համար: Այսօր արդեն իսկ տեղի ունեցավ նախարարների մի մասի նշանակումը ու նախարարների պաշտոնակատարներից ոմանք չվերանշնակվեցին իրենց պաշտոններում, ինչն արդեն իսկ որոշակի «սիգնալներ» է հղում ռա այն, թե ինչ փոփոխություններ կարող ենք տեսնել հաջորդիվ:

Թե ինչպիսին կլինի այս նշանակումների արդյունքը գործնականում, ցույց կտա կառավարության ապագա գործունեությունը: Սակայն մի բան հաստատ պետք է լինի` ով չի կարողանում համապատասխան որակ ապահովել, պետք է հրաժեշտ տա իր աթոռին:
