Ի՞նչ փոփոխություն ենք ակնկալում պետական գերատեսչություններից, երբ այստեղ ամեն վայրկյան թքում են օրենքի վրա

Ինչպե՞ս կարող ենք ակնկալել, որ պետական գերատեսչությունները փոխվել են, ու կոռուպցիան նվազել է, օրենքի նկատմամբ հարգանքն աճել է և այլն, եթե այդ նույն օրենքը պահպանելուն կոչված պատկան մարմիններում ամեն վայրկյան թքում են օրինականության ու մարդկային պարկեշտության վրա։
Ահա խնդրեմ, այս լուսանկարն արել եմ Դավիթաշենի կամուրջի վրա: Mercedes CLS-ը անբռնազբոս սլանում էր կամրջով՝ պետհամարանիշներով։ Ավելի մոտիկից նայելիս տեսա, որ դատախազության համարներ են։ Հիմա երկու տարբերակ կա, բայց երկուսն էլ խայտառակություն են․
ա․ Դատախազությունում այնքան են հղփացել, որ հարկատուների գումարներով գնում են ~70.000 դոլար արժողությամբ ծառայողական ավտոմեքենաներ։
Այդ դեպքում հարց է առաջանում, թե այդ ո՞ր արժանիքի համար է ինչ-որ դատախազ մեր հաշվին նման արտոնություններից օգտվում։ Շատ երկրներում անգամ նախարարների ծառայողական մեքենաներն այդքան թանկարժեք չեն։ Ասեմ ավելին, հենց Հայաստանում ամեն նախարար չէ, որ կարող է պարծենալ նման ներկայացուցչական ծառայողական մեքենայով։
բ․ Տվյալ մեքենան մասնավոր է, պարզապես դրա վրա դրվել են ծառայողական մեքենայի պետհամարանիշներ։
Այս դեպքում միանգամից երկու հարց․ ո՞վ է թույլ տվել տվյալ դատախազին պետհամարանիշները դնել իր սեփական մեքենայի վրա, ու, որ ավելի կարևոր է, որտեղի՞ց դատախազին այդքան եկամուտ, որ կարողանում է իրեն մի քանի տասնյակ հազար դոլար արժողությամբ մեքենաներ գնել։ Եթե չեմ սխալվում, դատախազներն այդքան էլ բարձր աշխատավարձ չունեն։
