Կառավարության վերջին նիստին նոր վարչապետ Կարեն Կարապետյանի ու Էկոնոմիկայի նախարար Արծվիկ Մինասյանի երկխոսության այն հատվածը, որը վերաբերում էր ընկերություններին ապրանքների ներմուծման համար հարկային և մաքսային արտոնություններ տրամադրելու համար նախատեսված ժամանակին, չգիտես ինչու, սրությամբ արձագանքեց ՀՅԴ-ի ներկայացուցիչ Ա. Ռոստոմյանը, որը Կարեն Կարապետյանի թերահավատության առ այն, որ այդ գործընթացը տևում է 1 շաբաթ, անվանեց շոու:
Նախ, ցանկացած հարցերի պատասխաններին հավատալ կամ չհավատալը Կառավարության նիստերում նորմալ գործընթաց է և այստեղ վիրավորանքի և առավել ևս շոուի խնդիր ընդհանրապես չկա, առավել ևս, բոլոր վարչապետերի մոտ էլ նմանատիպ կասկածներ և հարցադրումներ միշտ էլ եղել են և ապագայում էլ կլինեն: Երկրորդ, Կարեն Կարապետյանի հարցը վերաբերում էր, թե որքան է տևում կոնկրետ Կառավարության հետ աշխատանքը ապրանքների ներմուծման հարցում արտոնություններ ստանալու համար: Հարցադրումը վերաբերում էր բոլոր գերատեսչություններին՝ միասին վերցված: Արծվիկ Մինասյանը, հավանաբար, 1 շաբաթ ասելով, նկատի է ունեցել կոնկրետ Էկոնոմիկայի նախարարության ընթացակարգով ամրագրված ժամանակահատվածը:
Հայտնի է, որ այդ արտոնությունը ստանալու համար գործընթացը ենթադրում է բազմաթիվ, ավելի ճիշտ, առնվազն 7 գերատեսչությունների կարծիք, օրինակ՝ Էկոնոմիկայի և Ֆինանսների նախարարությունների կամ ՊԵԿ-ի 2 հիմնական կառույցների՝ Հարկային ծառայության և Մաքսային ծառայության վիզաների: Վարչապետը անշուշտ լավ տեղեկացված է, թե որքան է տևում այդ գործընթացը, որը կարող է որոշ արտոնյալ ընկերությունների համար տևել 9-10 օր, իսկ որոշ ընկերությունների համար՝ 5-ից 6 ամիս՝ հաճախ բացասական ելքով: Դրա մասին կարող են վկայել բազմաթիվ գործարարներ:
Այստեղ խնդիրը անշուշտ կոռուպցիոն երևույթներից ու բյուրոկրատական քաշքշուկներից ձերբազատվելն է, միաժամանակ, իսկապես դրանց կարիքը ունեցող ընկերություններին այդ արտոնությունները տրամադրելը: Ճիշտ կլիներ ուսումնասիրվեր, թե Կառավարության որ օղակներում են այս հարցում թերացումներ լինում, ներկայացվեր արտոնություն չստացած ընկերությունների մերժումների հիմնավորումները, ինչպես նաև արտոնություններ ստացած և մերժված ընկերությունների վիճակագրությունը, գնահատվեր, թե արտոնություններ ստացած ընկերությունների տնտեսական արդյունավետությունը ինչպիսին է: Իսկ մինչ այդ, սովորական աշխատանքային գործընթացը և վարչապետի հետ հարցուպատասխանները չպետք է իջեցնել մանկական նեղացվածության աստիճանի, ապա այն որակել շոու: Իսկ կոկրետ Էկոնոմիկայի նախարարությունը, ճիշտ կլիներ, իսկապես ընկերությունների ձեռքից բռներ և ուղեկցեր բոլոր կառույցներով, որպեսզի ամեն ինչ ընթանա այնպես, ինչպես պետք է ընթանա:
