«Սահմանադրական փոփոխությունների պահանջով կառուցվածքային այլ փոփոխություններ Էլ են սպասվում։ Ամենաբարդը կառավարությանն առընթեր 7 մարմինների ճակատագիրն Է, որոնք պետք Է դառնան նախարարություն կամ վարչապետին, կառավարությանը ենթակա մարմիններ։ Առընթեր կարգավիճակից դուրս գալով՝ այդ մարմինները կլինեն հաշվետու, օրինակ՝ կգան ԱԺ և կպատասխանեն հարցերի, հաշվետվություն կներկայացնեն, կառավարությունը հարկադրված կլինի այդ մարմինների գործունեության արդյունքները ևս ներառել ԱԺ ներկայացվելիք տարեկան զեկույցի մեջ։ Օրինակ՝ ՀՀ ՔԿՎ-ն արդարադատության նախարարությանը ենթակա մարմին Է, իսկ որոշ երեկոներում այն առանձին նախարարություն է։ Առհասարակ, առընթեր մարմինները մերժվում են աշխարհում, քանի որ դրանք չաշխատող օղակ են՝ որևէ մեկին հաշվետու չեն։ Եվ Եթե մյուս առընթեր մարմինների դեպքում, օրինակ՝ Քաղավիացիա, պետգույք, կադաստր, կարելի է մտցնել որևէ նախարարության կազմում, ապա ոստիկանության, ԱԱԾ-ի և ՊԵԿ-ի խնդիրը բարդ է Նոր Սահմանադրությունը չի սահմանում, թե ինչպես պետք է լուծվի այդ մարմինների ճակատագիրը՝ դա թողնելով առանձին իրավական ակտերին։ Քննարկվում է ԱԱԾ-ի և ոստիկանության միավորման հարցը, որ դառնան մեկ նախարարություն և հանձնվեն Գեորգի Կուտոյանին։ Անորոշ է ՊԵԿ-ի ճակատագիրը, այն 2016թ. մարտին առանձնացրին ֆինանսների նախարարությունից։ Այժմ հնարավոր է, որ վերադառնա ֆիննախ։ Բայց նոր Սահմանադրությամբ նախարարությունների թիվը չպետք է գերազանցի 17-ը, այժմ դրանք 19-ն են, հետևաբար՝ պետք է կրճատվի։ Քննարկվում է առողջապահության նախարարությունը սոցապին, սպորտը՝ մշակույթին, գյուղատնտեսությունը՝ բնապահպանությանը միացնելու հարցը»,–գրում է թերթը։
