ՀՔԾ-ն կուսումնասիրի իրավական համագործակցության կազմակերպման եվրոպական փորձը

ՀՀհատուկ քննչական ծառայության պետ,արդարադատության գեներալ-լեյտենանտ Վահրամ Շահինյանըսեպտեմբերի 2-ին ընդունել է ՀայաստանումԵվրոպական միությանպատվիրակության ղեկավար, դեսպանՊյոտր Սվիտալսկուն և պատվիրակության քաղաքական հարցերով պատասխանատու Անդրեա Խալուպովային:

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ հատուկ քննչական ծառայության լրատվական ծառայությունից, Վահրամ Շահինյանը Պյոտր Սվիտալսկու խնդրանքով ներկայացրել է ՀՀ հատուկ քննչական ծառայության դերն ու առանձնահատկությունները իրավապահ այլ մարմինների համակարգում՝ ընդգծելով, որ ՀՀ հատուկ քննչական ծառայությունը հանդիսանում է օրենքի հիման վրա ստեղծված, անկախ և գերատեսչական կախվածությունից զերծ նախաքննական մարմին:

Հանդիպման ընթացքում կողմերը քննարկել են երկուստեք հետաքրքրություն ներկայացնող հարցերի լայն շրջանակ։ 

Մասնավորապես՝ պայմանավորվածություններ են ձեռք բերվել իրավական համագործակցության կազմակերպման և քննության մեթոդիկայի կատարելագործման եվրոպական փորձի ուսումնասիրման վերաբերյալ, ինչպես նաև կողմերը կարևորել են ՀՀ հատուկ քննչական ծառայության և Եվրամիության երկրների համապատասխան կառույցների միջև կառուցողական համագործակցություն ծավալելու անհրաժեշտությունը:

Եվրոպական միության պատվիրակության ղեկավար Պ. Սվիտալսկին հետաքրքրվել է Երևանում տեղի ունեցած հուլիսյան իրադարձություններին առնչվող քրեական գործերի նախաքննության ընթացքից:

Զրույցի ընթացքում ՀՀ հատուկ քննչական ծառայության պետ Վ. Շահինյանը փաստել է, որ հարուցված և քննվող քրեական գործերով կատարվում է լրիվ, անաչառ և բազմակողմանի քննություն: «Նշեմ, որ հանրությանը պարբերաբար ԶԼՄ-ներիմիջոցով տրամադրվում է տեղեկատվություն՝ իրականացվող անհետաձգելի քննչական և դատավարականգործողությունների մասին: Կատարված առերևույթ հանցագործությունների բոլոր հանգամանքները մանրակրկիտուսումնասիրվում են, լայնածավալ աշխատանքներ են տարվում մեղավոր անձանց հայտնաբերելու և քրեականպատասխանատվության ենթարկելու համար»,- ընդգծել է Վահրամ Շահինյանը:

Հանդիպման ավարտին Հայաստանում Եվրոպական միության պատվիրակության ղեկավար, դեսպան Պյոտր Սվիտալսկին՝ կարևորելով ՀՀ հատուկ քննչական ծառայության առաքելությունն ընգծել է.  «Բարձր եմ գնահատում ՀՀ հատուկ քննչականծառայության աշխատանքը և հորդորում եմ  ՀՀ իշխանություններին  արժանահավատ, արդյունավետ և թափանցիկքննություն իրականացնել հուլիսյան դեպքերի առնչությամբ: Կարևորում եմ նաև քրեական գործերին վերաբերողթույլատրելի տեղեկատվությունը հանրությանը ներկայացնելու անհրաժեշտությունը»:
