Ինչո՞ւ են ավելացել բուհերի վարձավճարները.«Հայոց աշխարհ»

Ներկայացնում ենք ԿԳՆ բուհերի համակարգման և կազմակերպման բաժնի պետ Սասուն Մելիքյանի հետ հարցազրույցից մի հատված.
-Վերջին տարիներին պետական բուհերում ուսման վարձի բարձրացման միտում է նկատվում։ Այս տարին բացառություն չէ. Օրինակ, Մ. Հերացու անվան բժշկական համալսարանում որոշ ֆակուլտետների վարձերը հասել են մինչև 1 մլն դրամի, պետական համալսարանում ընդհուպ մինչև 70 հազար դրամով թանկացումներ են եղել այդ բուհերից հետ չի մնացել նաև ճարտարապետության և շինարարության ազգային համալսարանը։ Սա այն դեպքում, երբ որոշ բուհեր ընդհանրապես չեն վերանայել իրենց վարձավճարները՝ դրանք թողնելով անփոփոխ։ Ինչո՞վ է պայմանավորված այս տարանջատումը և ընդհանրապես ո՞ր կառույցն է որոշում, որ այս կամ այն բուհը կարող է ուսման վարձերի վերանայում նկատարել մյուսները՝ ոչ։
–Երբ ամեն տարի կառավարության որոշմամբ հաստատվում են բուհերի անվճար ուսուցման տեղերը, որոշման կետերից մեկը սահմանում է, որ պետական բարձրագույն ուսումնական հաստատությունների վճարովի համակարգում սովորելու համար ուսման վարձի չափը սահմանում են ուսումնական հաստատությունները, այսինքն՝ բուհերը։
Վարձի չափն ընդհանրապես որոշվում է՝ հաշվի առնելով մի շարք հանգամանքներ։ Առաջին հերթին մասնագիտության շուկայական պահանջարկը։ Զարմանալի Է, բայց այն ֆակուլտետներում, որտեղ ուսանողին որոշակի մասնագիտություն սովորեցնելու համար համեմատաբար մեծ ծախսեր են պահանջվում՝ լաբորատորիաներ ստեղծելու, դրա համար նյութեր և մեթոդական այլ առարկաներ ձեռք բերելու համար, ուսման վարձն այնքան Էլ բարձր չէ։ Դրանք քիմիայի, կենսաքիմիայի, կենսաբանության ֆակուլտետներն են, որոնք այնքան էլ մեծ պահանջարկ չունեն։
Բայց, օրինակ, պետական համալսարանի իրավաբանության, միջազգային հարաբերությունների, տնտեսագիտության ֆակուլտետներում, որտեղ այնքան Էլ շատ ներդրումներ չեն պահանջվում, ուսման վարձերն անհամեմատ բարձր են։ Քանի որ այդ մասնագիտությունների պահանջարկ կա։ Անգամ դիմորդների մեծ մրցույթ Է լինում, բուհը բարձրացնում Է ուսման վարձերը։ Բուհերը դա հիմնավորում են նրանով որ այդ բարձր վարձավճարների շնորհիվ կարողանում են հոգալ այլ քիչ պահանջարկ ունեցող ֆակուլտետների ծախսերը և այդպիսով հավասարակշռել բոլոր ծախսերը։
