ՀՔԱՎ-ն հրապարակել է ապօրինի ազատազրկումների, բռնությունների հետ կապ ունեցող անձանց անունները

Հելսինկյան քաղաքացիական ասամբլեայի Վանաձորի գրասենյակն այսօր մի հաղորդագրություն է տարածել, որում նշված են 2016թ․հուլիսի 17-31-ը ՀՀ քաղաքացիների նկատմամբ ապօրինի ազատազրկումների, բռնությունների, ծեծի ենթարկած ոստիկանների, ակնհայտ քաղաքական նպատակներով կալանքի որոշումներ ընդունած դատավորների եւ այս ապօրինություններն ուղղակիորեն հովանավորած պաշտոնատար անձանց եւ հասարակական, քաղաքական գործիչների անունները:

2016թ. հուլիսի 17-31-ի ժամանակահատվածում ՀՀ իրավապահ մարմինների կողմից իրականացրած գործողությունների հետեւանքով զանգվածաբար խախտվեցին ՀՀ քաղաքացիների իրավունքները. ապօրինաբար ազատազրկվեցին մոտ 700 քաղաքացիներ:

«Այս ամենը կրում էր առեւանգման բնույթ. առանց որեւէ իրավական հիմնավորումների` ՀՀ քաղաքացիները ոստիկանության բաժիններում անազատության մեջ պահվեցին մինչև 30 ժամ, ՀՀ ոստիկանության ներքին զորքերի զորամասերի ծառայության վայրերն օգտագործեցին որպես քաղաքացիներին ապօրինաբար անազատության մեջ պահելու վայրեր, խաղաղ հավաքների մասնակիցների, Երեւան քաղաքի Սարի թաղամասի բնակիչների նկատմամբ կիրառվեցին բռնություններ, ծեծ ու հատուկ միջոցներ, լրագրողների նկատմամբ կիրառվեցին ակնհայտ, թիրախավորված բռնություններ եւ ծեծ` նպատակ ունենալով խոչընդոտել նրանց գործունեությունը՝ նաեւ ոչնչացնելով նրանց լրագրողական տեխնիկան»,- ասված է հաղորդագրության մեջ:

ՀՔԱ Վանաձորյան գրասենյակից հայտնում են, որ ներկայացվող ցուցակում ներգրավված են մարդու իրավունքների խախտումներում անմիջական մասնակցություն ունեցած, նրանց գործողությունները անմիջականորեն հովանավորած քաղաքական եւ պետական գործիչները:

Վերջիններս կարծում են, որ ցուցակում նշված անձանց նկատմամբ պետք է կիրառվեն հետեւյալ սահմանափակումները` ժողովրդավարական երկրներ մուտքի նկատմամբ, ԵԱՀԿ-ի, ԵԽ-ի, ԵՄ-ի, ՄԱԿ-ի եւ մարդու իրավունքների սկզբունքները որպես հիմնարար արժեքներ հռչակած այլ միջազգային կառույցների կողմից կազմակերպվող միջոցառումներին մասնակցության նկատմամբ:

«Գտնում ենք, որ պետք է հետաքննություն սկսել ժողովրդավարական երկրներում ցուցակում նշված անձանց, գույքի, ունեցվածքի, բանկային հաշիվների ծագման օրինականության ուղղությամբ: Ցուցակն իհարկե ամբողջական չէ, եւ ակնկալում ենք առաջարկություններ, լրացումներ, որոնք կարող եք ուղարկել [email protected] էլեկտրոնային հասցեին»,- նշում են նրանք:
