Կայացել է Տեսչական բարեփոխումների համակարգման խորհրդի հերթական նիստը

ՀՀ վարչապետ Հովիկ Աբրահամյանի գլխավորությամբ կառավարությունում օգոստոսի 10-ին կայացել է Տեսչական բարեփոխումների համակարգման խորհրդի հերթական նիստը:
Օրակարգային առաջին հարցով հավանություն է տրվել «ՀՀ էկոնոմիկայի նախարարության շուկայի վերահսկողության տեսչական մարմնի կողմից ոչ պարենային ապրանքների և ծառայու թյունների նկատմամբ պետական վերահսկողության իրականացման ստուգաթերթերը հաստատելու մասին» ՀՀ կառավարության որոշման նախագծին, որով, մասնավորապես, հաստատվում են ստուգաթերթեր հետևյալ բնագավառների համար. ավտոգազալիցքավորման ճնշակայանների (ԱԳԼՃԿ) շահագործման նվազագույն պահանջների ստուգման, խաղալիքների անվտանգության ստուգման, ավտոմոբիլային և ավիացիոն բենզինի, դիզելային և նավերի համար նախատեսված վառելիքի, ռեակտիվ շարժիչների համար նախատեսված վառելիքի և մազութի ստուգման, քսանյութերին, յուղերին և հատուկ հեղուկներին ներկայացվող պա հանջների ստուգման և չափումների միասնականության ապահովման ստուգման:
Ինչպես տեղեկացրին ՀՀ կառավարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, նիստում հավանության է արժանացել «Շուկայի վերահսկողության տեսչական մարմնի կողմից անցկացվող ռիսկի վրա հիմնված ստուգումների մեթոդաբանությունը և ռիսկայնությունը որոշող չափանիշների ընդհանուր նկարագիրը հաստատելու մասին» ՀՀ կառավարության որոշման նախագիծը, որով հաստատվել է շուկայի վերահսկողության տեսչական մարմնի կողմից անցկացվող ռիսկի վրա հիմնված ստուգումների մեթոդաբանությունը և ռիսկայնությունը որոշող չափանիշների ընդհանուր նկարագիրը:
Մասնավորապես, նախագծով սահմանվում է, որ ոչ պարենային ապրանքների արտադրության և շրջանառության փուլում գործունեություն իրականացնող տնտեսավարող սուբյեկտների ռիսկը գնահատվում է ոլորտային և անհատական ռիսկերի հանրագումարով, որի առավելագույն միավորը 150 է (ընդհանուր ռիսկ):
Օրակարգային հաջորդ հարցով խորհուրդը հավանություն է տվել «ՀՀ կառավարության 2015թ. սեպտեմբերի 10-ի N 1063-Ն որոշման մեջ փոփոխություններ և լրացումներ կատարելու մասին» ՀՀ կառավարության որոշման նախագծին: Նախագծով մասնավորապես սահմանվում է, որ այսուհետ խորհրդին իրավասություն կվերապահվի հավանություն տալ նաև տեսչական մարմնի հաստիքացուցակին, քաղաքացիական ծառայության պաշտոնների անձնագրերին և տեսչական մարմնի ղեկավարի տեղակալի թեկնածությանը:
Սահմանվում է նաև, որ տեսչական մարմնի ղեկավարը վարչապետի նշանակմանն է ներկայացնում խորհրդի հավանությանն արժանացած տեղակալների թեկնածությունը, օրենքով իրեն վերապահված իրավասության սահմաններում նշանակումներ է կատարում տեսչական մարմնի պաշտոններում, այդ թվում` քաղաքացիական ծառայության:
Այնուհետև տեղի է ունեցել մտքերի շահագրգիռ փոխանակություն: Կարևորելով տեսչական բարեփոխումների իրականացումը՝ վարչապետ Աբրահամյանը հանձնարարել է համապատասխան գերատեսչությունների ղեկավարներին հնարավորինս սեղմ ժամկետում ավարտել գործընթացը:
