Ժամը 20:00-ից հետո կարելի է մտնել ընտրական տեղամաս

Ինչպես հայտնի է, լրագրողները, դիտորդներն ու վստահված անձինք ընտրությունների ժամանակ հաճախ խնդիրներ են ունենում` կապված ժամը 20:00-ից հետո ընտրական տեղամաս մտնելու հետ:
Ինչպես հայտնում են «Իրազեկ քաղաքացիների միավորումից», թեեւ թե՛ հին եւ թե՛ նոր Ընտրական օրենսգրքերը (ի տարբերություն 2011 թվականից առաջ գործող կարգավորումների) որեւէ կերպ չէին արգելում երեկոյան ժամը 20:00-ից հետո լրագրողների, դիտորդներին ու վստահված անձանց կողմից ընտրական տեղամաս մտնելը, սակայն բացակայում էր նաեւ հստակ թույլատրող դրույթը: Օրենսդրության այս անհստակությունը տեղամասային ու ընտրատարածքային ընտրական հանձնաժողովների կողմից հաճախ մեկնաբանվում էր ի վնաս դիտորդների, ԶԼՄ-ներկայացուցիչների ու վստահված անձանց:
Օրենսգրքի տարընթերցումը բացառելու նպատակով «Իրազեկ քաղաքացիների միավորումը» դիմել էր ՀՀ Կենտրոնական ընտրական հանձնաժողովին, որը քննարկման արդյունքում տվեց Ընտրական օրենսգրքի պաշտոնական պարզաբանում:
ԿԸՀ-ն, մասնավորապես, որոշեց (պարզաբանեց), որ տեղամասում քվեարկության արդյունքների ամփոփման նիստին ներկա գտնվելու իրավունք ունեցող անձինք կարող են ներս մտնել նաեւ նիստը սկսելուց՝ ժամը 20:00-ից հետո:
Այսպիսով, այսուհետ միարժեք է, որ ժամը 20:00-ին ընտրական տեղամասը փակվում է միմիայն ընտրողների համար, իսկ դիտորդները, վստահված անձինք, ԶԼՄ-ներկայացուցիչները եւ անգամ թեկնածուները կարող են արդյունքների ամփոփման ողջ ընթացքում ազատ ելումուտ ունենալ ցանկացած ընտրական տեղամաս:
Ավելին, ԿԸՀ-ի այս պաշտոնական պարզաբանումը նշանակում է, որ տեղամասերում հսկողություն իրականացնող ոստիկանները քվեարկության արդյունքների ամփոփման նիստին ներկա գտնվելու իրավունք ունեցող անձանց պարտավոր են ներս թողնել՝ առանց հանձնաժողովի նախագահի հատուկ թույլտվության:
