«Առավոտ» թերթն իր խմբագրականում գրում է. «Որքանո՞վ է ճիշտ ոչ մի բանի համար պատասխանատվության չկրելը եւ ոչ մի խնդիր չունենալը։ Չէ՞ որ այդ դեպքում ոչ մարդը, ոչ էլ պետությունը զարգացում չեն ապրում։ Իրական զարգացումը խնդիրները հաղթահարելն է։ Ինձ թվում է՝ մենք ապրում ենք անպատասխանատվությունից դեպի պատասխանատվություն, խնդիրներ չունենալու երազանքներից դեպի խնդիրներ հաղթահարելու ժամանակահատվածում։

Բերեմ մի պարզ օրինակ, պատկերացրեք մի շարքային, ոչ պաշտոնավոր ՀՀԿ-ականի, որը մասնավոր զրույցներում բավականին խիստ բառերով «քլնգում է» իշխանությանը։ Հարցրեք նրան՝ նա պատրա՞ստ է գնալ Ազատության հրապարակ եւ ցուցադրաբար այրել իր կուսակցական տոմսը։ Ոչ։ Լավ, եթե մոռանանք թատերական ժեստերի մասին, նա պատրա՞ստ է դիմում գրել իր կուսակցական բջիջի ղեկավարին ՝ ՀՀԿ շարքերից դուրս գալու մասին։ Ոչ։ Լավ, դա էլ մի կողմ դնենք՝ նա պատրա՞ստ է առաջիկա ընտրություններում «չաշխատել» հօգուտ իշխող կուսակցության։ Ոչ։ Չի ուզում խնդիրներ ունենալ։ Այդ դեպքում քանի՞ կոպեկ արժե նրա «քլնգելը»։

Ահա թե ինչն եմ ես անվանում խորհրդային մտածողության մնացորդ։ Այդ մարդու համար ՀՀԿ-ի տոմսը նույնն է, ինչ որ 40 տարի առաջ ԽՄԿԿ տոմսն էր կամ 90-ականների կեսերին ՀՀՇ տոմսն էր։ Երբ իմ նկարագրած մարդը եւ նրա նման տասնյակ հազարավոր մարդիկ՝ առանց գոռալու, առանց վառելու, նույնիսկ առանց փողոց դուրս գալու, առավել եւս՝ առանց թուրութվանքով «խաղալու», ցածրաձայն, բայց հստակ կասի «ոչ, էլ չեմ անի», իմացեք, որ «հետխորհրդային» դարաշրջանն ավարտվել է։ Այդ պահն, ինձ թվում է, հասունանում է»:
