Կառավարությունը քայլեր է ձեռնարկում արտահանման ծավալներն ավելացնելու համար

Օրերս կառավարությունում տեղի է ունեցել խորհրդակցություն, որի ընթացքում քննարկվել են 2016 թվականի առաջին կիսամյակի ընթացքում արձանագրված տնտեսական արդյունքներն ու նախանշվել հետագա անելիքները:
Ներկայացված եզրակացությունների համաձայն` կառավարության նպատակն է խթանել տնտեսական աճն արտահանման աճի շնորհիվ՝ զուգակցելով այն արտաքին առևտրի հաշվեկշռի պակասուրդի կրճատմամբ: Նշենք, որ վերջին ամիսների արտաքին առևտրաշրջանառության աշխուժացման արդյունք է հանդիսացել արդյունաբերական արտադրանքի ծավալների աճը, որը 2016 թվականի առաջին 6 ամիսների արդյունքներով կազմել է 8.9 տոկոս, ընդ որում՝ մշակող արդյունաբերության արտադրանքի ծավալներն աճել են 105.1 տոկոսով, իսկ հանքագործական արդյունաբերություն և բացահանքերի շահագործում ճյուղի արտադրանքի արտադրության ծավալները՝ 118.8 տոկոսով: Արտաքին առևտրի հաշվեկշռի դեֆիցիտը շարունակում է նվազել, սակայն, ի տարբերություն 2015 թվականի, 2016 թվականի արտաքին առևտրի դեֆիցիտի նվազման հիմնական գործոն է հանդիսացել արտահանման աճը, այլ ոչ թե ներմուծման նվազումը: Այսպես, 2016 թվականի առաջին 6 ամիսների տվյալների համաձայն, ապրանքային արտահանումը գրանցել է 16.7 տոկոս աճ այն ժամանակ, երբ ներմուծումը սկսել է վերականգնվել՝ գրանցելով միայն 3.7 տոկոս նվազում: Փաստացի արտահանումը աճել է շուրջ 116.6 մլն ԱՄՆ դոլարով այն ժամանակ, երբ ներմուծումը գրանցել է մոտ 56 մլն ԱՄՆ դոլարի չափով նվազում: 2016 թվականի առաջին 5 ամսվա ընթացքում կտրուկ արտահանման աճ են գրանցել թանկարժեք և կիսաթանկարժեք քարեր, պատրաստի սննդի արտադրանք, մանածագործական իրեր, բուսական ծագման արտադրանք ապրանքային խմբերը:
«Վերոնշյալից կարելի է փաստել, որ չնայած ներքին սպառման կրճատմանը, Հայաստանի Հանրապետության վերջին մեկուկես տարվա տնտեսական աճն ապահովվել է արտաքին առևտրի շնորհիվ, ինչը նշանակում է, որ արդեն իսկ տեղի է ունենում որակապես նոր տնտեսական աճ, այն է` ներքին սպառմամբ պայմանավորված տնտեսական աճից մենք անցնում ենք արտադրությամբ և արտահանմամբ ուղղորդվող տնտեսական աճի»,- նշել է վարչապետն՝ ավելացնելով, որ այսպիսի փոփոխությունները կարող են հանդիսանալ տնտեսության նոր երկարաժամկետ ձևափոխության սկզբի նախանշաններ:
Այսպիսով, ՀՀ կառավարությունը ևս մեկ անգամ փաստեց տնտեսությունը դեպի արտաքին շուկաները ուղղելու հաստատակամությունը, որի լիարժեք իրագործման համար անհրաժեշտ է իրականացնել մի շաք քայլեր, որոնց թվին են դասվում ներքին գործարար միջավայրի բարելավումը, կոռուպցիոն ռիսկերի հնարավորինս նվազեցումը, նոր մրցակցային առավելությունների բացահայտումը և զարգացումը, ինչպես նաև հայկական ապրանքների՝ նոր շուկաների մուտք գործելուն նպաստելը և առկա շուկաներում դիրքերի ամրապնդելը: Միայն այս պարագայում հնարավոր կլինի հասնել արտահանման ծավալների կտրուկ ավելացման, որի թույլ կտա բարելավել արտաքին առևտրաշրջանառույան տարիներ շարունակ գրանցող բացասական ցուցանիշը:
