Ստեփանակերտում օգոստոսի 2-ին կայացել է ԼՂՀ Գերագույն դատարանի դատավոր, իրավագետ , վաստակավոր իրավաբան Վլադիմիր Հովսեփյանի` «Իրավունքը և արդարադատությունն Արցախում» առանձին գրքով լույս տեսած մենագրության շնորհանդեսը:

 «Արմենպրես»-ի հաղորդմամբ` մենագրության մեջ, որը հրատարակվել է ԼՂՀ կառավարության աջակցությամբ, ուսումնասիրված են օրինականության և արդարադատության հարցերն Արցախում՝ սկսած միջնադարից ներառյալ մեր օրերը:

Լուսաբանված են «Հայոց Արևելից կողմանքում» ստեղծված և գործածված իրավական հուշարձանների հիմնական բնորոշ գծերը, նրանց տեղը հայ իրավունքի համակարգում: Անդրադարձ է կատարված այն իրավահայտ աղբյուրներին, որոնցում արտացոլված են պատմական Հայաստանի մի հատվածի` Արցախի իրավունքի և պետականության խնդիրները:

Աշխատությունը կարող է օգտակար լինել բուհերի դասախոսների, ուսանողների, արդարադատության և իրավակիրառ գործունեություն իրականացնող բնագավառի աշխատողների և հայ ժողովրդի իրավունքի պատմությամբ հետաքրքրվողների համար:

Շնորհավորելով հեղինակին, ԼՂՀ Ազգային ժողովի փոխնախագահ Վահրամ Բալայանը կարևորել է գիտական աշխատությունը, որը, նրա խոսքով, ուսանելի է ընթերցող լայն շրջանակների համար:

Արցախի Գերագույն դատարանի նախագահ Նարինե Նարիմանյանը նշել է, որ Վլադիմիր Հովսեփյանը, մենագրության մեջ, չտարանջատելով հայ իրավունքից, ընթերցողի դատին է ներկայացնում Արցախում իրավունքի զարգացման պատմությունը:

ԼՂՀ ընդհանուր իրավասության առաջին ատյանի դատարանի նախագահ Անատոլի Թադևոսյանի խոսքով՝ մենագրությունն աչքի է ընկնում իրավական աղբյուրների համապարփակ վերլուծությամբ:

Արցախի Դատավորների միության նախագահ Հասմիկ Խաչատրյանը մենագրությունը կարևորել է նրանով, որ այն ներկայացնում է իրավունք եզրույթի ծագումն ու զարգացումը հայ իրականության մեջ:
