Հոսանքը էժանացավ, բայց թանկացավ

Ուղիղ մեկ տարի է անցել այն իրադարձություններից, երբ Հանրային ծառայությունները կարգավորող հանձնաժողովը որոշում կայացրեց բարձրացնել բնակչության կողմից օգտագործվող էլեկտրաէներգիայի սակագինը: Ըստ այդ որոշման` նախատեվում էր հոսանքի 1 կՎտ-ը թանկացնել շուրջ 7 դրամով: Բողոքի և հասարակության կոշտ արձագանքով պայմանավորված` որոշում կայացվեց սուբսիդավորել այդ թանկացումը, ինչի արդյունքում սակագնի թանկացումը սպառողներին չվերաբերեց:
Կառավարությունը 2015թ. հոկտեմբերի 29-ին որոշում է ընդունել բնակչության մասով սուբսիդավորումը դարձնել հասցեական և այն տրամադրել առավել քիչ սպառում ունեցող խմբերին՝ մինչև 250 կՎտ էլեկտրաէներգիա օգտագործող բնակիչ-բաժանորդներին: Փոխհատուցման տրամադրումը հավասար չափով ստանձնել են կառավարությունն ու «Տաշիր» բարեգործական հիմնադրամը։ Ընդ որում, այդ պարտավորությունը գործում է սուբսիդավորման ամբողջ ժամանակահատվածի համար, այսինքն՝ սկսած օգոստոսի 1-ից մինչև 2016-ի հուլիսի 31-ը, այսինքն՝ սուբսիդավորումը տրամադրվել էր 1 տարվա համար, և արդեն 2016 թվականի հուլիսի 31-ին Կառավարության և ՀԷՑ-ի նոր սեփականատեր «Տաշիրի» կողմից էլեկտրաէներգիայի բարձրացված սակագնի սուբսիդավորումն ավարտվել է:
Այսպիսով, 2015-ի օգոստոսին էլեկտրաէներգիայի սակագինը բարձրացել էր 6.9 դրամով: Սրա հետ մեկտեղ 2016-ի օգոստոսի 1-ից Հայաստանում էլեկտրաէներգիայի սակագինը կնվազի 5.9 տոկոսով կամ 2.58 դրամով: Որոշումն ընդունվել է Հանրային ծառայությունները կարգավորող հանձնաժողովի հունիսի 24-ի նիստում: Հանձնաժողովն առաջարկել էր տնային տնտեսությունների համար կՎտ/ժ-ի սակագինը ներկայիս 48.78 դրամից նվազեցնել մինչև 46.20 դրամ (ցերեկային) և 38.78-ից մինչև 36.20 դրամ` գիշերային: Ստացվում է, որ բնակչությունը մոտ 4.4 դրամով ավելի կվճարի էլեկտրաէներգիայի դիմաց:
ՀՀ կառավարությունն անապահով ընտանիքների համար 2016-ի օգոստոսի 1-ից կփոխհատուցի 4.32 դրամով էլեկտրաէներգիայի դիմաց ավելի վճարումով պայմանավորված ծախսերի ծավալների մեծացումը: Այս մասին որոշումն ընդունվել է գործադիրի հուլիսի 29-ի նիստում:
Հիմնավորման համաձայն՝ 2016-ի օգոստոսի 1-ից էլեկտրաէներգիայի սակագինը բնակչության համար 4.32 դրամով ավելի է, ինչը նշանակում է, որ նույն 202 կՎտ էլեկտրաէներգիայի համար պետք է վճարի մոտ 1000 դրամ ավելի: Այսպիսով, սոցիալապես անապահով ընտանիքներին աջակցելու համար նախատեսվում է ընտանիքի կենսամակարդակի բարձրացմանն ուղղված նպաստի չափը բարձրացնել 1000 դրամի չափով:
