Որտե՞ղ անհետացավ կոոպերատիվների ստեղծման ծրագիրը

Նախորդ տարի ՀՀ գյուղատնտեսության նախարարությունը ոլորտում առկա բազմաթիվ խնդիրների լուծման համար առաջ քաշեց մի ծրագիր, որը կոչվում էր կոոպերատիվների ստեղծում: Գերատեսչության ներկայացուցիչների պնդմամբ՝ հենց այս ծրագիրն էր, որն առաջիկայում պետք է լուծեր գյուղատնտեսական մթերքի արտադրության առավել ռացիոնալ կազմակերպումը և հենց այս նորամուծության շնորհիվ հնարավոր կլիներ օգնել գյուղացուն օգտակար գործունեություն իրականացնել:
Մշակվեց գործողությունների ընթացակարգ, իրականացվեցին ուսումնասիրություններ, այնուհետև տարաբնույթ դասընթացներ և սեմինարներ: Հրատարակվեցին գրքույկներ և ուղեցույցներ, որոնք ըստ էության պետք է օգտակար լինեին ոլորտի տնտեսվարողներին իրենց կոոպերատիվի գործունեությունը կազմակերպելու հարցում: Սակայն այս բոլոր աշխատանքներն այդպես էլ իրենց նպատակին չծառայեցին, քանի որ կոպերատիվների ստեղծման ակնհայտ օրինակներ մեր տնտեսությունը այդպես էլ չտեսավ: Արդեն շուրջ 2 տարի է անցել ծրագրի մեկնարկից, սակայն փաստերը իրականացված ծրագրի մասին դեռևս լռում են:
Այս ձախողման հիմնական պատճառը նախ և առաջ ոչ ճիշտ մոտեցումն էր: Ի սկզբանե, գերատեսչությունը պետք է նախ՝ ձեռնամուխ լինի կոոպերատիվների ստեղծմանը, հետո նոր միայն մտածի դրանց արդյունավետ կազմակերպման և կառավարման մասին, իսկ մեր երկրում դեռևս կոպերատիվները չստեղծած, մենք դրանց կազմակերպման մասին գրքեր ու ուղեցույցներ ենք հրատարակում: Իհարկե, փայլուն գաղափար է ստեղծել կոպերատիվներ, որոնք միանշանակ իրենց արդյունավետությամբ կգերազանցեն ներկայիս առանձին տնտեսվարողների ծավալած գործունեությանը: Սակայն դրանց ստեղծմանը խանգարում են մի շարք հանգամանքներ, և առանց այդ հանգամանքների կարգավորուման անհնար է պատկերացնել խնդրի լուծումը: Դրանց մեջ առաջնային տեղ ունի վերջին 25 տարիների անկանոն զարգացումը և տրոհումը: Եթե նախկին ԽՍՀՄ տարիներին գյուղատնտեսությունը առավել նպատակային էր և դրա հետևանքով տարբեր տարածքներ կենտրոնացված էին որոշակի ուղղություններում, ապա այսօր այդ ամենը տրոհվել է հազարավոր տնտեսվարողների հմտությունների, ցանկությունների և նախասիրությունների հետ կապված:
Խնդիրը լուծելու համար նախ՝ պետք է զբաղվել խոչընդոտները վերացնելով, հետո նոր միայն անցնել ծրագրի իրականացմանը: Հակառակ դեպքում ցանկացած փայլուն ծրագիր մնալու է լոկ որպես գաղափար, որի իրականացումը սահմանափակվելու է միայն փաստաթղթային գործողություններով:
