Մոտենում է ԲԲԸ-ների ժամանակաշրջանը

Ժամանակակից զարգացած երկրների տնտեսական համակարգի առանցքային բաղադրիչներից մեկը արժեթղթերի շուկան է իր հարակից ենթակառուցվածքներով: Ընդ որում, արժեթղթերի շուկան և տնտեսության մյուս սեկտորներն այնքան են միմյանց հետ սերտաճել, որ անհնար է պատկերացնել այդ երկրների տնտեսությունն առանց արժեթղթերի շուկայի բնականոն գործունեության: Սա ունի իր և դրական և բացասական կողմերը, սակայն այն, որ արժեթղթերի շուկան նշված երկրների տնտեսական զարգացման հիմնական լոկոմոտիվներից մեկն է, փաստ է:
Վերադառնալով հայկական իրականություն` պետք է փաստենք, որ արժեթղթերի շուկան, որպես այդպիսին, մեր երկրում գոյություն չունի, և հենց սրանով էլ պայմանավորվում է մեր երկրում մի շարք տնտեսական խնդիրների առկայությունը: Որպես սրա վառ օրինակ կարող ենք նշել վարկային բարձր տոկոսադրույքները: Արժեթղթերի զարգացած շուկա ունենալու պարագայում հնարավոր կլիներ ապահովել միջոցների առավել ակտիվ շարժ, ինչը կբերեր փողի շրջանառության ծավալների ավելացման և կհանգեցներ տոկոսադրույքների նվազեցման:
Արժեթղթերի շուկա ստեղծելու փորձեր մեր երկրում արդեն իսկ եղել են, սակայն դեռևս դրանք հաջողության չեն հասել: Ձախողման հիմնական պատճառը եղել են տնտեսության փոքր ծավալները, իսկ առավելապես` Բաց բաժնետիրական ընկերությունների՝ ԲԲԸ-ների սակավությունը: 2016 թվականի ամփոփ տվյալների համաձայն` Հայաստանոում գրանցված ԲԲԸ-ների թիվը կազմում է 825, փակ բաժնետիրական ընկերությունների թիվը 2241 է, մինչդեռ ՍՊԸ-ների թիվը շուրջ 48200 է: Այն, որ մեր երկրում կան բազմաթիվ խոշոր ՍՊԸ-ներ, որոնք իրենց շրջանառության ծավալներով լիովին համապատասխանում են բաժնետիրական ընկերությունների ստանդարտներին, ակնհայտ է, սակայն այդ անցումը մեզ մոտ թերևս չի իրականացվում և անգամ իրականանալու դեպքում էլ ըկերությունները վերափոխվում են ՓԲԸ-ի` փակ լինելով բաժնետերերի համար:
Այս հանգամանքը թերևս պայմանավորված է տնտեսվարողների ոչ լիարժեք տնտեսագիտական-մասնագիտական կարողությունների և բիզնեսի ռազմավարական պլանավորման բացակայությամբ, քանի որ ԲԲԸ-ները հնարավորություն են տալիս ներգրավել լրացուցիչ միջոցներ և ընդլայնել ծավալած գործունեությունը: Այս ենթատեքստում տեղին է անել հետևյալ եզրակացությունը, որ այն ընկերությունը, որը կդառնա իր ոլորտի առաջին ԲԲԸ-ն, կունենա հսկայական հնարավորություններ` ոչ միայն բազմակի անգամ ընդլայնել գործունեության ոլորտը, այլև դառնալ իր ոլորտում միանձնյա և երկարաժամետ առաջատարը: Իհարկե, սա պետք է իրականացնել հմուտ և բանիմաց ղեկավարման պայմաններում, հակառակ դեպքում կորուստներն ու վնասը անդառնալի կլինի ինչպես ընկերության, այնպես էլ նոր անդամագրված բաժնետերերի համար, սակայն բարեհաջող գործողությունների պայմաններում այն ոչ միայն կբերի տվյալ ընկեության զարգացմանը, այլ նաև լուջ խթան կլինի երկրի տնտեսության զարգացման համար:
