Անցնող 6 ամսում հարկային եկամուտների աճը կազմել է 11 միլիարդ դրամ

Երեկ՝ հուլիսի 27-ին, ՀՀ Կառավարությանն առընթեր Պետական եկամուտների կոմիտեն ներկայացրել է 2016 թվականի առաջին կիսամյակում իրականացված հավաքագրումների ամփոփ ցուցանիշները: Հատկանշական է, որ վերջերս Ֆինանսնեների նախարարության կազմից առանձնացած այս կառույցն այդ առանձնացումից հետո բավական դրական ցուցանիշներ է արձանագրում, ինչը արդարացնում է այս կառույցների նման ղեկավարման համակարգի գործունեությունը:
Այսպիսով, հրապարակված տվյալների համաձայն`2016 թվականի հունվարի 1-ից հունիսի 30-ը ընկած ժամանակահատվածում փաստացի հարկային եկամուտները կազմել են ավելի քան 511.3 մլրդ դրամ՝ 2015-ի նույն ժամանակահատվածի 500.3 մլրդ դրամի համեմատ: Հարկային եկամուտների փաստացի աճը կազմել է ավելի քան 11.0 մլրդ դրամ կամ 2.2 տոկոս: Ընդ որում, նախորդ տարվա նույն ժամանակահատվածի համեմատությամբ ընթացիկ տարվա հունվար-փետրվար ամիսներին հարկային եկամուտների 3.0 մլրդ դրամով նվազումը լրացվել է մարտ-հունիս ամիսներին` հարկային եկամուտների աճով, ինչը կազմել է 14.0 մլրդ դրամ:
ՀՀ կառավարության կողմից 2016 թվականի համար հաստատված համամասնություններով սահմանված 519.7 մլրդ դրամի դիմաց ընթացիկ տարվա առաջին կիսամյակում կատարողականը կազմել է 98 տոկոս կամ թերակատարումը կազմել է 8.4 մլրդ դրամ: Այս ցուցանիշը 2015 թվականի նույն ցուցանիշի համեմատությամբ բարելավվել է, քանի որ 2015 թվականի առաջին կիսամյակում այն կազմել է 96 տոկոս կամ թերակատարումը կազմել է 23.3 մլրդ դրամ:
Հարկ է նշել, որ 2016 թվականի առաջին կիսամյակի մուտքերի 76.8 տոկոսը ապահովել են հարկային մարմինները, իսկ 23.2 տոկոսը` մաքսային մարմինները, որոնց կողմից վերահսկվող եկամուտները նվազել են 22.3 մլրդ դրամով կամ 15.9 տոկոսով, ինչը պայմանավորված է օբյեկտիվ մի քանի գործոններով, մասնավորապես ներմուծումների կրճատմամբ, որտեղ էական մաս է կազմում ներմուծվող ավտոմեքենաներից գանձվող մաքսային վճարների նվազումը` պայմանավորված ԵԱՏՄ-ից ներմուծվող ավտոմեքենաները ԱԱՀ-ից ազատելու հանգամանքով: Նախորդ տարվա հունվար-հունիս ամիսների համեմատ երրորդ երկրներից ներմուծված ավտոմեքենաների քանակը նվազել է 3736 հատով, իսկ կատարված վճարումները` 4.5 մլրդ դրամով: Նախորդ տարվա համեմատությամբ 2016թ. հունվար-հունիս ամիսներին ԵԱՏՄ-ից փոխանցվել է 3.3 մլրդ դրամով պակաս մաքսատուրք: Թվարկված բացասական գործոններով պայմանավորված, եթե 22.3 մլրդ դրամ եկամուտների նվազումից հանենք բացասական մեծությունները, ապա կստացվի, որ 2016-ի առաջին կիսամյակում մաքսային վարչարարության հաշվին գերակատարվել է ցուցանիշը` պետական բյուջե ավել է վճարվել 8.0 մլրդ դրամ:
