Քաղաքագետը հայկական բանակը համարում է ամենակայացած պետական կառույց

Անկախության հռչակագրի ընդունումից ի վեր հայկական բանակն ամենակայացած պետական կառույցն է: Լրագրողների հետ օգոստոսի 22-ին կայացած հանդիպմանն այսպիսի կարծիք հայտնեց քաղաքական գիտությունների դոկտոր, պրոֆեսոր Լևոն Շիրինյանը: «Հայկական բանակը իր տեսակով բացառիկ բանակ է, քանի որ կայացել է հենց մարտի դաշտում' Արցախյան ազատամարտում, ինչը բացառիկ երևույթ է աշխարհում», -«Արմենպրես»-ի հաղորդմամբ' նշեց քաղաքագետը:
Նա նկատեց, որ Անկախության հռչակագրի ընդունման օրը մեծ խանդավառություն էր տիրում ժողովրդի շրջանում: «Դա հիրավի հաղթական օր էր բոլորիս համար, քանի որ հասարակությունը միանգամայն կողմ էր այդ հռչակագրին: Մեր օրերում 1990 թվականի օգոստոսի 23-ին պատմական որոշմանը մեծ կարևորություն չի տրվում, ինչը սխալ մոտեցում է. այդ հռչակագիրը հետագայում հիմք հանդիսացավ Հայաստանի անկախության հռչակման համար», -շեշտեց Շիրինյանը:
Խորհրդային Հայաստանի քաղաքացիները 1990 թվականի օգոստոսի 23-ին պատմական որոշում կայացրեցին' անկախությունն ընտրելով որպես միակ հնարավոր կարգավիճակ և երկրի հետագա զարգացման անշեղ ուղի: 1990թ. օգոստոսի 23-ին Հայկական ԽՍՀ Գերագույն խորհրդի ընդունած Հայաստանի անկախության հռչակագիրը ոչ միայն իր անկախ պետությունը վերականգնելու հայ ժողովրդի դարավոր երազանքի արտահայտությունն էր, այլև նրա երկու հատվածների՝ Հայաստանի ու Լեռնային Ղարաբաղի միավորման փաստացի իրողությանը իրավական տեսք տալու փորձ։ Անկախության հռչակագիրը հիմնվում էր Հայկական ԽՍՀ Գերագույն խորհրդի և Լեռնային Ղարաբաղի Ազգային խորհրդի 1989թ. դեկտեմբերի 1-ի «Հայկական ԽՍՀ և Լեռնային Ղարաբաղի վերամիավորման մասին» համատեղ որոշման վրա։
