«Վարկային շուկան Հայաստանում այս տարի փոքր֊ինչ ակտիվացել է. Հինգ ամսվա ընթացքում տնտեսության մեջ բանկերի իրականացիած վարկային ներդրումներն ավելացել Են 35 մլրդ դրամով։ Նման ժամանակահատվածի համեմատ աճն անշուշտ մեծ չէ։ Սակայն եթե հաշվի առնենք, որ անցած տարի վարկային ներդրումները ոչ միայն չավելացան, այլև կրճատվեցին, միտումը դրական է։
Թեպետ այդ դրսևորումներն ուղեկցվել են փոփոխական զարգացումներով։ Առանձին ամիներին բանկային ներարկումները վարկային շուկայում նույնիսկ կրճատվել են։ Այդ երևույթը նկատվեց մասնավորապես հունվար և ապրիլ ամիսներին։
Բանկային ներդրումները վարկային շուկայում, ինչպես սովորաբար լինում է, խիստ անհամաչափ են բաշխվել։ Մտահոգիչն այն է, որ դրանք շրջանցել են տնտեսության համար կարևոր դերակատարություն ունեցող երկու առանցքային ոլորտներ, խոսքը արդյունաբերության և հիպոթեկի շուկաների մասին Է։ Թե մեկում, թե մյուսում բանկերի վարկային պորտֆելը նվազել Է։
Ընդամենը 5 ամսում արդյունաբերության ոլորտում իրականացված բանկային ներարկումների պորտֆելը կրճատվել է 18 մլրդ դրամով։ Հիպոթեկի շուկայում անկումը 1,3 մլրդ դրամի սահմաններում է։ Այս դրսևորումները հիմք են տալիս ասելու, որ նվազել է տնտեսության իրական հատվածի և հասարակության վարկունակությունը։
Այնպես չէ, որ վարկային Ներարկումների նվազումը պահանջարկի կրճատման հետևանք Է։ Հայտնի է, որ տնտեսության մեջ ֆինանսական միջոցների կարիքը բավականաչափ մեծ Է։ Սակայն վերջինս դրանք վերադարձնելու խնդիր ունի։ Մի բան, որ ստիպում է երբեմն ձեռնպահ մնալ բանկային բավականաչափ թանկ կապիտալի ներգրավումից։ Առաջին հայացքից կարող է տարօրինակ թվալ արդյունաբերության ոլորտում վարկային ներարկումների կրճատման պայմաններում արձանագրված գրեթե երկնիշ տնտեսական աճը։ Իրականում պատճառը պետք է փնտրել արդյունաբերության աճի կառուցվածքում։ Դրանում էական դերակատարություն ունի հատկապես հանքարդյունաբերությունը, որը վարկային ներարկումների կարիք հիմնականում չունի։ Ինչպես հայտնի է, այն դարձել է Հայաստանի տնտեսության այն առանցքային ոլորտը, որտեղ դեռևս պահպանվում Են օտարերկրյա կապիտալի ներդրամային հետաքրքրությունները։ Կրկին տեղապտույտում է հայտնվել հիպոթեկի շուկան։ Հիպոթեկային վարկավորման ծավալների կրճատումը հասարակության վճարունակության անկման հետևանք է՝ այն ուղղակիորեն կապված է բնակչության եկամուտների հետ։
Տարեսկզբին արձանագրված պասիվացումը հիմք է տալիս ասելու, որ հասարակության շրջանում հերթական անգամ նվազել է հիպոթեկի ներգրավման հնարավորությունը։ Որքան Էլ կառավարությունը և Կենտրոնական բանկը փորձում են տարբեր միջոցներով այն խթանել, այնուհանդերձ արդյունքները մեծ չեն»,–գրում է թերթը։
