ԼՂՀ-ում Սահմանադրական բարեփոխումների հայեցակարգը քննարկվել է դատական համակարգի ներկայացուցիչների հետ

Մասնագիտական հանձնաժողովի նախաձեռնությամբ կազմակերպված սահմանադրական բարեփոխումների հայեցակարգի հանրային քննարկումները հուլիսի 26-ին շարունակվել են Արցախի պետական համալսարանում՝ դատական համակարգի ներկայացուցիչների և հանրապետության բուհերի իրավագիտության, քաղաքագիտության և պատմության դասախոսների մասնակցությամբ:
Ինչպես տեղեկացրին ԼՂՀ Ազգային ժողովի մամուլի ծառայությունից, մասնագիտական հանձնաժողովի նախագահ Աշոտ Ղուլյանը ներկայացրել է մինչ այս փուլը հանձնաժողովի կատարած աշխատանքը, որից հետո ներկայացրել հայեցակարգի նախագիծը:
Այնուհետև ներկաները հարցեր են առաջադրել մասնագիտական հանձնաժողովին՝ հայեցակարգի նախագծում իշխանությունների տարանջատման, զսպման և հակակշռման սկզբունքների, դատական բնագավառի օրենսդրական կարգավորումների իրականացման գործում նույն համակարգի ն երկայացուցիչների մասնակցության հնարավորության, մարդու իրավունքների եվրոպական չափորոշիչների և ազգային մտածելակերպի համադրելիության, ինչպես նաև երկրի կառավարման մոդելների թեմաներով:
Հանդիպման ընթացում մասնագիտական հանձնաժողովը ստացել է նաև մի շարք առաջարկություններ՝ սահմանադրության նախագծի մշակման փուլում համապատասխան մասնագետներից կազմված աշխատանքային խմբի ստեղծման, ինչպես նաև առաջարկությունների ու կարծիքների համար համապատասխան հարթակ ձևավորելու վերաբերյալ:
Քննարկումների ավարտին Աշոտ Ղուլյանը բարձր է գնահատել հասար ակության մասնակցությունը երկրի համար կարևորագույն փաստաթղթի հայեցակարգի նախապատրաստման գործում և հավելել, որ աշխարհաքաղաքական սրընթաց զարգացումներին և մշտական փոփոխություններին Արցախը նույնպես պետք է պատրաստ լինի՝ նոր լուծումներ ու համարժեք քայլեր ձեռնարկելով:
