Արցախում մեկնարկել են ահմանադրական բարեփոխումների հայեցակարգի հանրային քննարկումները

Լեռնային Ղարաբաղի Հանրապետության Ազգային ժողովում հուլիսի 25-ին ԼՂՀ նախագահին կից սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովի նախաձեռնությամբ կազմակերպվել են սահմանադրական բարեփոխումների հայեցակարգի շուրջ առաջին հանրային քննարկումները՝ խորհրդարանական ու արտախորհրդարանական քաղաքական ուժերի մասնակցութամբ:
Ինչպես «Արմենպրես»-ին տեղեկացրին ԼՂՀ ԱԺ մամուլի ծառայությունից, մասնագիտական հանձնաժողովի նախագահ Աշոտ Ղուլյանը, ներկայացնելով նախագծի կառուցվածքը, նշել է, որ այն բաղկացած է նախաբանից և 5 գլուխներից. մարդու և քաղաքացու հիմնական իրավունքներն ու ազատությունները, կառավարման համակարգը, դատական իշխանությունը, տեղական ինքնակառավարումը և հանրաքվեն:
Համաձայն ընթացակարգի՝ այնուհետև իրենց տեսակետներն են առաջադրել հանդիպմանը հրավիրված՝ «Ազատ հայրենիք», Արցախի ժողովրդավարական, Հայ հեղափոխական դաշնակցություն, «Շարժում-88», «Ազգային վերածնունդ» խորհրդարանական կուսակցությունների և Լեռնային Ղարաբաղի կոմունիստական, Արցախի Արմենական և Արցախի հանրապետական արտախորհրդարանական կուսակցությունների ներկայացուցիչները: Քաղաքական կառույցների պատասխանատուներն անդրադարձել են մարդու իրավունքներին, տեղական ինքնակառավարմանը, դատական ոլորտին և անվտանգության ու պաշտպանությա համակարգերին վերաբերող տարաբնույթ հարցերի:
Հանդիպման հիմնական քննարկումը ծավալվել է կառավարման համակարգի նախագահական և խորհրդարանական մոդելների շուրջ: Մտքերի փոխանակության ընթացքում կուսակցությունների ներկայացուցիչները հանդես են եկել իրենց տեսակետներով, որից հետո անհրաժեշտ պարզաբանումներ են ստացել հանձնաժողովի նախագահից:
Ամփոփելով հանդիպումը՝ Աշոտ Ղուլյանը նշել է, որ քննարկումները շարունակվելու են առաջիկա օրերին, և մինչև օգոստոսի 1-ը հայեցակարգի նախագիծը ներկայացվելու է Հանրապետության նախագահին: Հայեցակարգին հավանություն տալուց հետո միայն մասնագիտական հանձնաժողովը կսկսի սահմանադրական բարեփոխումների նախագծի մշակումը՝ վերջնական տեսքով այն ներկայացնելու համար:
