Ադրբեջանի սահմանադրական դատարանը հաստատել է երկրի Սահմանադրությունում փոփոխությունների նախագիծը

Ադրբեջանի սահմանադրական դատարանը հուլիսի 25-ի նիստի ժամանակ հաստատել է երկրի սահմանադրությունում փոփոխություններ անելու նախագիծը: Այս մասին հայտնում է haqqin.az–ը

Ադրբեջանի նախագահի կողմից ստորագրված փաստաթուղթը նախատեսում է փոփոխություններ անել Սահմանադրության 29 հոդվածներում: Նախատեսվում է ավելացնել նախագահի լիազորությունների ժամկետը ՝ դարձնելով յոթ տարի: Բացի դրանից կա նաեւ մի կետ, որով չեղարկվում է այն դրույթը, ըստ որի Ադրբեջանի նախագահ կարող է դառնալ երկրի այն քաղաքացին, որը 35 եւ ավելի տարեկան է:

Նախագիծը նախատեսում է ներդնել առաջին փոխնախագահի ու փոխնախագահների պաշտոններ, որոնց նշանակելու է հենց նախագահը: Ընդ որում եթե գործող Մայր օրենքով նախատեսվում է, որ նախագահի՝ ժամկետից շուտ պաշտոնից հեռանալու դեպքում մինչեւ հաջորդի ընտրությունը նրա լիազորությունները կատարում է վարչապետը, ապա ըստ առաջարկվող փոփոխությունների ՝ այդ գործառույթները նախատեսվում է վստահել առաջին փոխնախագահին:

Առաջարկվում է նաեւ Մայր օրենքում ավելացնել դրույթներ ՝ նախագահին Միլի Մեջլիսը լուծարելու ու նախագահի արտահերթ ընտրություններ հայտարարելու իրավունք տալու մասին:

Բացի դրանից, նախագծում ներառվելու է մի կետ, որը քաղաքացիներին տրամադրում է ոչ թե 25, այլ 18 տարեկանից խորհրդարանի պատգամավոր ընտրվելու իրավունք:
