Ադրբեջանում սահմանադրական բարեփոխումների փաթեթը կքննարկվի հաջորդ շաբաթ

Ադրբեջանի Սահմանադրական դատարանը հուլիսի 25-ին կքննարկի Սահմանադրության մեջ նախագահի առաջարկած փոփոխությունները եւ լրացումները:
Մինչ այդ՝ Turan գործակալությունը խորհրդարանում ներկայացված եւ իրենց ընդդիմադիր անվանող կուսակցությունների առաջնորդների շրջանում հարցում է անցկացրել: Այսպես. «Դեմոկրատական բարեփոխումների» կուսակցության առաջնորդ Ասիմ Մոլլազադեն առաջարկվող փոփոխությունների հետ կապված «լուրջ խնդիրներ» չի տեսնում: Իր հերթին, «Հայրենիք» կուսակցության առաջնորդ Ֆազայիլ Աղամալին կարծում է, որ Իլհամ Ալիեւի առաջարկած փոփոխությունները «բխում են երկրի զարգացման մակարդակից եւ ծառայում են կառավարման համակարգի կատարելագործմանը»:
Մեկնաբանելով իրավաբանների կարծիքը, որ առաջարկվող փոփոխությունները հակասում են Հիմնական օրենքի ոգուն եւ տառին, ինչպես նաեւ երկրի միջազգային պարտավորություններին, Աղամալին ասել է. «Ես ծանոթ եմ այդ հայտարարություններին, սակայն դրանց հեղինակները կա՛մ չեն տեսնում պետականության զարգացումը, կա՛մ ձեւացնում են, թե չեն տեսնում»:
Անդրադառնալով նախագահի եւ խորհրդարանի անդամների տարիքային սահմանափակման, առաջին փոխնախագահի եւ փոխնախագահի պաշտոներում հաստատման ուղղումներին՝ Աղամալին զարմանք է հայտնել, որ այդ առաջարկները «հակաժողովրդավարական» են համարում:
Ըստ ադրբեջանական լրատվամիջոցների, հուլիսի 18-ին Սահմանադրական դատարան փոխանցված նախագծի համաձայն՝ առաջարկվում է նախագահի լիազորությունների ժամկետը երկարացնել՝ 5-ից հասցնելով 7 տարվա: Նախագահին վերապահվում է պետության ղեկավարի արտահերթ ընտրություններ նշանակելու իրավունք: Փաստաթուղթը նախատեսում է Ադրբեջանի Հանրապետության առաջին փոխնախագահի եւ փոխնախագահի ինստիտուտի հաստատում: Նրանք նշանակվում եւ ազատվում են երկրի նախագահի կողմից: Եթե նախագահն ի վիճակի չէ կատարել պետության ղեկավարի պարտականությունները, ապա նրա լիազորությունները փոխանցվում են առաջին փոխնախագահին:
Սահմանադրության այժմյան խմբագրմամբ՝ նախագահի լիազորությունները փոխանցվում են վարչապետին: Տարբերությունը նրանում է, որ եթե վարչապետին նշանակում է խորհրդարանը, ապա առաջին փոխնախագահին նշանակում է պետության ղեկավարը՝ առանց որեւէ մեկի հետ համաձայնեցնելու: Նաեւ առաջարկվում է վերացնել նախագահի թեկնածուի տարիքային նվազագույն շեմը, որն այժմ սահմանված է 35 տարեկան: Սահմանադրության մեջ նախատեսվում է նաեւ խորհրդարանը ցրելու հնարավորություն:
