Ադրբեջանի իշխանությունները շտապում են Սահմանադրական փոփոխությունների վերաբերյալ հանրաքվե անցկացնել

Ադրբեջանի Սահմանադրության մեջ փոփոխություններ անելու կապակցությամբ հանրաքվեն ծրագրում են անցկացնել այս տարի:
«Ազերի փրես» գործակալությունը հայտնում է, որ կուսակցության շտաբում լրատվամիջոցների ներկայացուցիչների հետ հանդիպման ընթացքում այդ մասին հայտնել է «Ենի Ադրբեջան» կուսակցության գործադիր քարտուղարի տեղակալ պատգամավոր Սիյավուշ Նովրուզովը:
Ս. Նովրուզովը ասել է, որ հիմա նախագահի առաջարկը քննարկվում է Սահմանադրական դատարանում: Եթե օրենքով նախատեսված ժամկետում Սահմանադրական դատարանը անհրաժեշտ արձագանք տա՝ կսկսվի հանրաքվեի անցկացման նախատրաստումը:
Բարեփոխումների նախագիծն արդեն կտրուկ քննադատություններ է առաջացրել ադրբեջանական ընդդիմության կողմից: Ադրբեջանական լրատվամիջոցների փոխանցմամբ հուլիսի 18-ին Սահմանադրական դատարան փոխանցված նախագծի համաձայն՝ առաջարկվում է գործող նախագահի պաշտոնավարման ժամկետը երկարաձգել մինչեւ 7 տարի։ Նախագահին արտահերթ նախագահական ընտրություններ անցկացնելու լիազորություններ են տրվում։ Փաստաթուղթը նախատեսում է սահմանել փոխնախագահի ինստիտուտ։ Փոխնախագահին նշանակում եւ ազատում է նախագահը։ Եթե նախագահն ի վիճակի չի լինում կատարել պետության ղեկավարի պարտականությունները, ապա նրա լիազորություններն անցնում են առաջին փոխնախագահին։ Գործող սահմանադրությամբ դրանք անցնում են վարչապետին։ Տարբերությունն այն է, որ եթե վարչապետին նշանակում է խորհրդարանը, ապա առաջին փոխնախագահին պետության ղեկավարն ինքն է նշանակում, առանց որեւէ մեկի հետ համաձայնեցնելու։ Առաջարկվում է նաեւ լուծարել նվազագույն տարիքային շեմը նախագահի պաշտոնի թեկնածուի համար, որը հիմա 35 տարեկանն է։ Սահմանադրությամբ խորհրդարանի ցրման հնարավորություն տվող փոփոխություններ են նախատեսվում։
