Անցել է արդեն 4 օր, ինչ Ժիրայր Սեֆիլյանի կողմնակիցները գրավել են Ոստիկանության պարեկապահակային ծառայության (ՊՊԾ) գնդի տարածքը և պատանդ են պահում ոստիկաններին:

Այս ընթացքում Հայաստանի բարձրագույն իշխանությունը նախագահի, վարչապետի, անգամ ոստիկանապետի մակարդակով դեռ չի արձագանքել: Սոցիալական ցանցերում մարդիկ անգամ սկսել են կատակել, թե արդյո՞ք երկրում է Հայաստանի ղեկավարությունը, գուցե արդեն իշխանափախությո՞ւն է տեղի ունեցել:

Իրավապահներն ակտիվորեն գործում են սոսկ զինյալներին աջակցություն հայտնող ցուցարարների նկատմամբ` փորձելով կանխել զանգվածային կուտակումները և անկարգությունները, սակայն բուն զինյալների նկատմամբ դեռևս որևէ գործողություն չի իրականացվում: Ազգային անվտանգության ծառայությունը հայտարարել է, թե ակտիվ գործողությունների համար դեռևս անհրաժեշտ նախադրյալներ չկան:

Տարօրինակ է Հայաստանի իշխանությունների պահվածքը, և շատերի մոտ հարց է առաջանում, թե որոնք են պատճառները: Դեռ կարծես չի վերլուծվել, թե ինչու են մարդիկ գրոհել և գրավել հենց ՊՊԾ-ի գունդը կամ էլ դրան այնքան էլ ուշադրություն չի դարձվում, սակայն դա շատ կարևոր հանգամանք է: ՊՊԾ-ում կենտրոնացված են բավարար քանակության զենք, զինամթերք, տրանսպորտային միջոցներ, հատուկ միջոցներ, վառելիք, որոնք օգտագործվում են ոստիկանության կողմից հասարակական կարգը պահպանելու և հանցագործների դեմ գործողությունների ժամանակ, այսինքն` այդ տարածքի գրավումը զինյալների կողմից բավական լավ հաշվարկված քայլ է եղել:

Նույնիսկ մի քանի մարդը բավական է, որպեսզի այդ զինանոցը բացելով և բաժանելով՝ Երևանի այդ հատվածում սկսվի իսկական մինի պատերազմ: Դեռ անհայտ է, և տեսականորեն չի կարելի բացառել, որ գրոհի դեպքում այդ զինյալներին կարող են շատ անսպասելիորեն միանալ նրանց համախոհները դրսում: Գուցե ոմանք սպասում են համապատասխան ազդանշանի: Տպավորություն է, որ հենց դա են փորձում պարզել իրավապահները` զանգվածաբար բերման ենթարկելով բոլոր այն քաղաքացիներին, ովքեր կարող են կապ ունենալ զինյալների հետ: Թերևս սրանով է պայմանավորված իշխանությունների սպասողական վիճակը: Մամուլում տեղեկություն տարածվեց, որ նախագահ Սերժ Սարգսյանը հրահանգել է բանակցել զինյալների հետ, հասնել նրան, որ կամավոր հանձնվեն կամ էլ հյուծել նրանց:

Դժվար է ասել, թե որքանով է համապատասխանում իրականությանը այդ տեղեկությունը, սակայն իրավիճակի վերլուծությունը թույլ է տալիս ենթադրել, որ դա մոտ է իրականությանը: Դեռ նման իրադրության առջև ոստիկանությունը և իրավապահ համակարգը չի կանգնել: Մինչ այս իրավապահները սովոր էին, որ իշխանություններից դժգոհ զանգվածներն անզեն հավաքվում են հրապարակներում, որոնց ցրելն այնքան էլ բարդ գործ չէ, սակայն այսպիսի իրավիճակ առաջին անգամ է ստեղծվել: Հավանաբար այժմ վերլուծվում է, թե որքանով արդարացված կլինի գրոհելը` զինյալներին վնասազերծելու համար և ինչ հետևանքներ դա կունենա:

Ամեն դեպքում, պետք է հուսալ, որ կողմերի գործողությունները չեն հանգեցնի զոհերի անմեղ մարդկանց շրջանում, իսկ դրա գլխավոր պատասխանատվությունը, այսպես թե այնպես, ընկնելու է իշխանությունների ուսերին:
