Ադրբեջանի նախագահ Իլհամ Ալիեւը հուլիսի 18-ին դիմել է Սահմանադրական դատարան երկրի հիմնարար փաստաթղթում փոփոխություններ կատարելու նպատակով հանրաքվեի կազմակերպման վերաբերյալ եզրակացություն ստանալու համար: Փոփոխությունները ուղղված են նախագահի լիազորությունների ընդլայնմանը:
Վկայակոչելով «Թուրան»-ը, փաստաթուղթը նախատեսում է Ադրբեջանում առաջին փոխնախագահի եւ փոխնախագահների ինստիտուտի հաստատում:
Ադրբեջանում գործող օրենսդրության համաձայն երկրի վարչապետը հաստատվում է խորհրդարանի կողմից, իսկ փոփոխությունների ընդունման դեպքում փոխնախագահին նշանակում է անձամբ պետության ղեկավարն առանց որեւէ համաձայնեցման:
Բացի այդ, առաջարկվում է նախագահի լիազորությունների ժամկետը 5 տարուց երկարացնել 7 տարի: Նախագահին լիազորություն է տրվում պետության ղեկավարի արտահերթ ընտրություններ հայտարարել:
Նշվում է, որ եթե Ադրբեջանի Սահմանադրական դատարանը դրական եզրակացություն տա, փաստաթուղթը կդրվի հանրաքվեի:
Նախորդ տարիներին կատարած սահմանադրական փոփոխություններով Իլհամ Ալիեւին հաջողվել է նախագահի պաշտոնում իր համար անսահմանափակ «ընտրվելու» հնարավարություն ապահովել:
