Հայաստանն իրականացնելու է ներմուծմանը փոխարինող քաղաքականություն

ՀՀ էկոնոմիկայի նախարարությունը ուսումնասիրում է բոլոր այն ներմուծվող ապրանքային խմբերը, ներառյալ շաքարավազը, որոնց արտադրությունը հնարավոր է կազմակերպել տեղական հումքի վրա: Այս մասին լրագրողների հետ հանդիպմանը նշեց ՀՀ էկոնոմիկայի նախարար Արծվիկ Մինասյանը:
«Բոլոր այն ապրանքները, որոնք հնարավոր է արտադրել Հայաստանում, մենք իրականացնելու ենք ներմուծմանը փոխարինող քաղաքականություն տեղական տնտեսության և ձեռնարկությունների իրավունքների պաշտպանության լիարժեք համակարգով: Գլխավոր խնդիրը մեկն է՝ կազմակերպել տեղական հումքի արտադրություն»,-ասաց նախարարը:
Արծվիկ Մինասյանը նշեց, որ խոսքը վերաբերում է նաև Թուրքիայից ներմուծվող ապրանքներին: Թուրքիայից ներմուծվում է շուրջ 700 ապրանքատեսակ: Առաջին փուլում այս ցանկից ընտրվել է 50 անուն ապրանք, որոնք հումքային չեն, սոցիալական խիստ զգայուն ապրանքներ չեն և այսօր Հայաստանում նման տեսակի ապրանքներ արտադրվում են:
«Այդ ուղղությամբ նախատեսվում է կազմակերպել ընդլայնված քննարկումներ, որպեսզի ի վերջո հստակ պատկերացում ունենանք, թե այդ ապրանքների նկատմամբ ինչ քաղաքականություն պետք է իրականացվի: Ընդ որում` այս փուլում մենք առաջարկում ենք կիրառել ոչ սակագնային քաղաքականություն, այն է` ապրանքի որակի և բաղադրության վերահսկողություն: Ինչը նշանակում է նաև շուկայից դուրս հանել այն ապրանքները, որոնք չեն բավարարելու այդ որակական հատկանիշներին: Սա հետագայում վերաբերելու է այն երկրներից ներմուծվող ապրանքներին, որոնք որակական հատկանիշներով չեն բավարարի սպառողների իրավունքների սահմանված պահանջներին, և որ դրանց մուտքը էականորեն սահմանափակում է տեղական արտադրության կազմակերպման հնարավորությունը»,-ասաց Արծվիկ Մինասյանը:
Նախարարը նկատեց, որ ցանկացած երկրից ներմուծվող ապրանք, եթե ազգային տնտեսությանը, տեղական արտադրողին վնաս է պատճառում, դուրս է մղում շուկայից կամ սահմանափակում է կազմակերպման հնարավորությունը, այստեղ կիրառվելու են սակագնային ոչ թույլատրելի մեթոդներ:
