 Այն, ինչ դրված է եղել Հարկային օրենսգրքի նախագծի հիմքում, նպատակ չի ունեցել բացառապես ապահովել բյուջեի մուտքեր, դժվարացնել բիզնեսի կյանքը: Այս մասին լրագրողների հետ հանդիպմանը նշեց ՀՀ էկոնոմիկայի նախարար Արծվիկ Մինասյանը:

«Ուղիղ հակառակը, հանրապետության նախագահը ցուցում է տվել Հարկային օրենսգրքի նախագիծը մշակել այնպես, որ նպատակ ունենա ապահովել տնտեսական աճ, զարգացում: Մնացած բոլորը կարող են ածանցվել միայն այս հիմնական նպատակից: Դրանից բացի, նախագիծը երկարաժամկետ առումով լինի այնպիսի փաստաթուղթ, որ հաճախ փոփոխության չենթարկվի և բիզնես միջավայրին հաղորդի կայունություն: Սա եղել ՀՀ նախագահի ցուցումը: Եվ Հարկային օրենսգրքի նախագծի ցանկացած այլ ձևակեպում, որը կհակասի այս մոտեցմանը, բնականաբար, ենթակա է փոփոխության»,-ասաց Արծվիկ Մինասյանը : Նախարարի խոսքով, եթե հիմնավորվում է, որ նախագծում ներկայացվածը բացասական ազդեցություն է թողնում բիզնես միջավայրի վրա, միանշանակ փոփոխվում է, վերանայվում է:

Երկրորդ կարևոր հանգամանքը, ըստ նախարարի, նախագծով նախատեսված բազմաթիվ ընթացակարգային փոփոխություններն են, որոնք էականորեն դրական ազդեցություն են ունենալու բիզնես միջավայրի վրա:

«Բայց եթե քննարկումներում շեշտադրվում են միայն դրույքաչափերի մասին դրույթները, ապա առաջարկված ընթացակարգային փոփոխությունները դառնում են չերևացող: Մինչդեռ խորքային նայելու դեպքում մենք պետք է և' դրականն ասենք, և' հնարավոր ռիսկերը: Համաձայն եմ, որ կարելի է քննարկել հարկատեսակների դրույքաչափերի հարցը, բայց ինքն իր կարևորությամբ ավելի փոքր է, քան վարչարարության հատվածի մասով առաջարկվող փոփոխությունները: Կարո՞ղ են լինել ռիսկեր, իհարկե, կարող են, դրա համար էլ նախագիծը դրվել է հրապարակային քննարկման` խնդիրները վեր հանելու համար&ra quo;,-ասաց նախարարը:

Ազգային ժողովը հունիսի 15-ին առաջին ընթերցմամբ ընդունեց Հարկային օրենսգրքի նախագիծը: Այն առաջին ընթերցմամբ ընդունելու որոշմանը կողմ է քվեարկել 68,դեմ՝ 21 ձեռնպահ՝ 18 պատգամավոր:
