Հայաստանի տնտեսության մեջ օտարերկրյա ներդրումներ ներգրավելու ուղղությամբ աշխատանքներ է տանում նաև դիվանագիտական կորպուսը: Նրանց աշխատանքի էությունը կայանում է օտարերկրացի գործարարներին ապրիլյան քառօրյա պատերազմից հետո ստեղծված իրավիճակը ճիշտ ներկայացնելը և բացատրելը, որ իրադարձությունները Հայաստանում չեն ծավալվել եւ Հայաստանը, որպես ներդրումներ իրականացնելու միջավայր, բավականին բ արենպաստ է: Այս մասին հայտարարեց ՀՀ արտաքին գործերի նախարարի տեղակալ Ռոբերտ Հարությունյանը` նկատելով, որ գործարարների տեսանկյունից, բնականաբար, ապրիլյան քառօրյա պատերազմը որոշակի խնդիրներ առաջացրեց. նրանք ամբողջությամբ չեն խորանում իրավիճակի մեջ եւ սկսում են մտածել, որ դա անկայունության կամ քաղաքական ռիսկերի տեղ է: «Մենք պետք է ավելի ուժեղ, ավելի մեծ ջանքեր կիրառենք, որպեսզի կարողանանք բացատրել, որ իրադարձությունները Հայաստանում չեն ծավալվել, եւ Հայաստանը, որպես ներդրումներ իրականացնելու միջավայր, բավականին բարենպաստ է: Այդ տեսանկյունից միանշանակ դիվանագիտական կորպուսն այս խնդիրը պետք է կարգավորի եւ դրանով զբաղվում է: Մենք ընդունում ենք, որ, ցավոք, Հայաստանը դեռեւս լավ ներկայացված չէ, ցավոք արտասահմանում ոչ բոլոր գործարարներն են իրազեկված Հայաստանի հնարավորությունների մասին: Սակայն այն, ինչ ունենք, հարցի մի կողմն է, սակայն այլ խնդիր է, թե ինչ ենք անում. այսինքն, այո, մենք գիտենք դրա մասին, սակայն ունենք հստակ օրակարգ եւ այդ օրակարգով աշխատում ենք»,-«Արմենպրես»-ի հաղորդմամբ` ասաց Հարությունյանը:
Ներդրումների ներգրավման տեսանկյունից կարեւոր է նաեւ ՀՀ կառավարության կողմից հակակոռուպցիոն ռազմավարությունը: Հստակ գործողությունների ծրագիր է մշակվել, եւ վարչապետի գլխավորությամբ այս խնդիրն իրականացվում է: Ինչ վերաբերում է կապիտալի արտահոսքի մասին հայտարարություններին, փոխնախարարը նշեց, որ անհրաժեշտ է տարանջատել գաղափարները: Արտահոսք տեղի է ունենում նաեւ մնացած բոլոր երկրներում, եւ խնդիրը նրանում է, թե ինչ նպատակով է այդ բիզնեսը հեռանում: Դա կարող է լինել դրսում ստեղծված նոր բիզնես հնարավորություն, կամ կարող է նշանակել ուղղակի փախուստ հարկերից: Դրանք տարբեր գաղափարներ են: «Այսօր մենք ձգտում ենք, որպեսզի օտարերկրյա ընկերությունները Հայաստանում ներդրումներ իրականացնեն. արդյո՞ք դա այդ երկրների համար ֆինանսական արտահոսք է: Ոչ, դա նոր բիզնես հնարավորություն է: Կապիտալը տեղափոխվում է այնտեղ, որտեղ ավելի լավ հնարավորություններ կան»,-նկատեց Ռոբերտ Հարությունյանը:
