Գյուղատնտեսության ապահովագրության մասին Հայաստանում խոսվում է տարիներ շարունակ, սակայն սայլը տեղից չի շարժվում.«Հայոց աշխարհ»

«Բնական աղետների հետևանքով ամեն տարի Հայաստանի գյուղատնտեսությունը կրում է տարբեր գնահատումներով, շուրջ 20 մլրդ դրամի վնաս։ Այն համարժեք է ավելի քան 40 մլն դոլարի։ Սոցիալապես ոչ բարվոք վիճակում գտնվող գյուղացիական տնտեսությունների համար սա լուրջ գումար է, որն այդպես էլ ոչ մի կերպ չի փոխհատուցվում։ Հայաստանում չկա որևէ կառույց, որ ստանձնի այդ բեռը։
Ամեն անգամ, երբ գյուղացին բախվում է բնական աղետների, ոլորտի պատասխանատուները հիշում են գյուղատնտեսության ապահովագրության մասին։ Սակայն այդ առումով այդպես Էլ որևէ առաջընթաց չի նկատվում։ Գյուղատնտեսության ապահովագրության մասին Հայաստանում խոսվում է տարիներ շարունակ։ Դեռևս երեք տարի առաջ գյուղնախարարը հայտարարեց, որ արվել են առաջին քայլերը գյուղատնտեսության ոլորտում ապահովագրական համակարգ ներդնելու համար. «Մենք հանդիպել ենք ռուսական երկու ապահովագրական ընկերությունների հետ, և առաջիկա մեկ-երկու տարվա ընթացքում որոշակի առաջընթաց այս հարցում կլինի»։ Նախարարի այս հայտարարությունից անցել է շուրջ երեք տարի, սակայն սայլը այդպես էլ տեղից չի շարժվում։ Այն ժամանակ նախարարությունը բանակցում էր ռուսական «Ինգոստրախ» ընկերության հետ՝ Հայաստանում գյուղտեխնիկայի և անասնապահության ապահովագրություն կազմակերպելու վերաբերյալ։ Հասկանալի է, որ սրանք այն ճյուղերն են, որտեղ ապահովագրական ռիսկը այնքան էլ բարձր չէ։ Թեև անգամ այդ պայմաններում համակարգի ներդրումը Հայաստանում որևէ կերպ չի իրականանում։
Իհարկե, դրա համար կան նաև օբյեկտիվ պատճառներ։ Այն առանձնանում է բարձր ռիսկայնությամբ և ծախսատարությամբ։ Նաև դա է պատճառը, որ ապահովագրական ընկերությունները խուսափում են մտնել դրա տակ։
Մյուս կողմից՝ կա գյուղացիական տնտեսությունների վճարունակության խնդիր։ Ապահովագրական համակարգի ներդրումը ենթադրում է, որ գյուղացին ևս պետք է իր բյուջեից ֆինանսական հատկացումներ կատարի։
Պատրա՞ստ է արդյոք դրան գյուղացին, թե՞ ոչ, հարցի պատասխանը միանշանակ չէ։ Ամեն դեպքում փաստ է, որ գյուղացիների մեծ մասն այսօր նման ֆինանսական հնարավորություն չունի»,–գրում է թերթը։
