Վարշավայում տեղի ունեցած ՆԱՏՕ-ի գագաթնաժողովի արդյունքների վերաբերյալ հայ քաղաքագետներն ունեն տարբեր կարծիքներ: Հուլիսի 12-ին «Վարշավայում ՆԱՏՕ-ի գագաթնաժողովը եւ Հարավային Կովկասը. նոր բաժանարար գծե՞ր» թեմայով հրավիրված քննարկման ժամանակ իրենց կարծիքներն են հայտնել Գլոբալիզացիայի և տարածաշրջանային համագործակցության վերլուծական կենտրոնի ղեկավար, քաղաքագետ Ստեփան Գրիգորյանը և Կովկասի ինստիտուտի տնօրեն, քաղաքագետ Ալեքսանդր Իսկանդարյանը:

Գլոբալիզացիայի և տարածաշրջանային համագործակցության վերլուծական կենտրոնի ղեկավար, քաղաքագետ Ստեփան Գրիգորյանը Վարշավայում տեղի ունեցած ՆԱՏՕ-ի գագաթնաժողովը շատ կարևոր համարեց: Նրա կարծիքով՝ գագաթնաժողովի ժամանակ հստակ լուծվեցին երկու խնդիրներ: Առաջինը՝ ՆԱՏՕ-ն  մշտական հիմունքներով զինված ուժեր է տեղակայում Մերձբալթյան երկրներում և Լեհաստանում, ինչը մինչև այդ չէր նախատեսվել:

«Այս ձևով Լեհաստանը և Մերձբալթյան երկրները դառնում են ՆԱՏՕ-ի լիարժեք անդամ: Հանվեց Ռուսաստանի և ՆԱՏՕ-ի միջև եղած այն բանավոր վետոն, որով վերջինիս ուժային կառույցները չեն տեղափոխվելու այն երկրներ, որոնք սահմանակից են Ռուսաստանին: Շատ հստակ ֆիքսվեց, որ Վրաստանը կդառնա ՆԱՏՕ-ի անդամ: Նաև հստակ ասվեց, որ Ուկրաինայի հետ լուրջ համագործակցություն կլինի»,- «Արմենպրես»-ի փոխանցմամբ՝ նշեց քաղաքագետը:

 Ըստ Գրիգորյանի՝ գագաթնաժողովի ժամանակ կայացվեցին որոշումներ՝ չլսելով Ռուսաստանին: Պատահական չէր, որ Ռուսաստան-ՆԱՏՕ խորհուրդը կայանալու է գագաթնաժողովից հետո: Նրա խոսքով՝ ՆԱՏՕ-ն մինչ խորհուրդը ձեռնարկեց որոշակի քայլեր, իսկ խորհրդի ժամանակ Ռուսաստանի հետ պարզապես կքննարկվեն հետևանքները:

Ստեփան Գրիգորյանը նկատեց, որ ՆԱՏՕ-ի գագաթաժողովի արդյունքում ընդունված փաստաթղթի 139 կետերից 15-16-ը նվիրված են Ռուսաստանին:

Սակայն Կովկասի ինստիտուտի տնօրեն, քաղաքագետ Ալեքսանդր Իսկանդարյանն այն կարծիքին է, որ այս գագաթնաժողովը շատ նման էր 2 տարի առաջ Ուելսում տեղի ունեցած գագաթնաժողովին. ոչ մի պատմական որոշում չկայացավ: Ինչ վերաբերում է Վրաստանի՝ ՆԱՏՕ-ին անդամակցությանը, քաղաքագետն ասաց, որ  Վրաստանը ՆԱՏՕ-ի անդամ չի կարող լինել դեռ երկար ժամանակ՝ տասնյակ տարիներ: «Ջոն Քերին Վրաստանում  և Ուկրաինայում հայտարարել էր՝ ցանկացած երկիր կարողէ անդամակցել ՆԱՏՕ-ին, եթե բավարարի հյուսիսատլանտյան դաշինքի պայմաններին: Դա դիվանագիտականլեզվից թարգմանաբար նշանակում է՝ ոչ»,- նշեց քաղաքագետը:

Իսկանդարյանի կարծիքով՝ այն գումարտակները, որ կտեղակայվեն Բալթյան երկրներում եւ Լեհաստանում, մեղմ ասած այն չեն, ինչ ուզում էին Բալթյան երկրները: Նրանք ակնհայտորեն իսկական ռազմաբազաներ էին ուզում, որը տեղի չունեցավ:

Նա ասաց, որ ԱՄՆ-ի ու ՌԴ-ի միջև ոչ մի «սառը պատերազմ» չկա: Ըստ քաղաքագետի՝ ՆԱՏՕ-ին պետք է Ռուսաստանը, և նրանք պետք է համագործակցեն Մինսկյան համաձայնությունների ու Աֆղանստանի հարցի շուրջ:

Ալեքսանդր Իսկանդարյանի խոսքով՝ ՆԱՏՕ-ի վարշավյան գագաթնաժողովը Կովկասի համար ոչ մի կարևոր որոշում չի ընդունել:Քաղաքագետը կարծում է,որ Լեռնային Ղարաբաղին հարցին առնչվող քննարկումները ՆԱՏՕ-ի լիազորություններից դուրս են:

«Եթե փոփոխություններ լինեն էլ մեր տարածաշրջանում, ապա դրանք կապ չեն ունենա ՆԱՏՕ-ի հետ»,- նշեց նա:
