«Կառավարությանն առընթեր Անշարժ գույքի կադաստրի պետական կոմիտեն պարբերաբար տեղեկություններ է հրապարակում անշարժ գույքի շուկայի վերաբերյալ, որոնք առաջին հայացքից՝ չոր վիճակագրության շարքից են, սակայն իրականում արտահայտում են Հայաստանի սոցիալ-տնտեսական տխուր, ողբերգականորեն տխուր պատկերը: Օրինակ, այդ տվյալների համաձայն՝ 2016 թվականի մայիսին հանրապետությունում անշարժ գույքի նկատմամբ իրականացվել է 14 658 գործարք: Այս գործարքներից 13,4%-ը (1964) անշարժ գույքի գրավադրման գործարքներն են։
Համեմատության համար նշենք, որ 2015 թվականի մայիսին իրականացվել է անշարժ գույքի գրավադրման 1355 գործարք։ Ինչո՞վ է պայմանավորված գրավադրման գործարքների կտրուկ՝ 45%-անոց աճը՝ ընդհանուր գործարքների քանակի նվազման ֆոնին։ Անշարժ գույքի գրավադրման աճը նշանակում է, որ զգալիորեն ավելացել են անշարժ գույքի գրավով վարկեր և փոխառություններ վերցնելու գործարքները։ Դա էլ իր հերթին՝ նշանակում է, որ զգալիորեն ավելացել են այն մարդիկ ու ընտանիքները, որոնք այս կամ այն սոցիալական խնդրի լուծման համար այլ ելք չգտնելով՝ ստիպված դիմում են ամենածայրահեղ քայլին՝ իրենց ունեցվածքի (հնարավոր է՝ միակ կամ վերջին) գրավադրման միջոցով փոխառություններ են վերցնում՝ աստղաբաշխական տոկոսներով:
Ընդ որում, այս գրավադրումները որևէ առնչություն չունեն հիպոթեքային շուկայի հետ, ինչպես կարող է թվալ առաջին հայացքից, որովհետև հիպոթեքային վարկավորման դեպքում կատարվում է նաև օտարման գործարք (ձևակերպվում է առքուվաճառք և տունը գրավադրվում է բանկում)։
Այսինքն, հիպոթեքային շուկայի կտրուկ աշխուժացման դեպքում օտարման գործարքները նույնպես պետք է ավելանային։ Սակայն նույն Կադաստրի տվյալներով՝ անշարժ գույքի օտարման գործարքների քանակը 2015թ. մայիսի համեմատ՝ նվազել է շուրջ 10%-ով։ Այսինքն, մեր քաղաքացիներն անշարժ գույքը գրավադրում են` այլ վարկեր վերցնելու համար։
Ընդ որում, խոսքը չի վերաբերում միայն բանկերին կամ վարկային կազմակերպություններին։
Վերջին տարիներին Հայաստանում մեծ տարածում է գտել անշարժ գույքի գրավի դիմաց «տոկոսով փող տալու» պրակտիկան, երբ դրանով զբաղվում են անհատները՝ բավականին բարձր, բանկային՝ առանց այդ էլ բարձր տոկոսադրույքներից ավելի բարձր տոկոսադրույքով»,-գրում է թերթը։
