Սահմանադրագետը վերջին սահմանադրական բարեփոխումները պետության կայուն զարգացման հիմք է համարում

Յուրաքանչյուր պետության հիմքը Սահմանադրությունն է, որը հնարավորություն է տալիս ապահովել պետության կայուն զարգացումը: Սահմանադրության օրվան ընդառաջ լրագրողների հետ հանդիպմանն այս մասին ասաց սահմանադրագետ, ՀՀարդարադատության նախարարության օրենսդրության զարգացման և իրավական վերլուծության վարչության պետ Բագրատ Ղազինյանը: «Գաղտնիք չէ, որ Սահամնադրությունը իրենից ներկայացնում է ոչ հասարակ իրավական ակտ, այսինքն՝ այնտեղ պարունակվում են այն հինարարար սահմանադրական արժեքները, որոնց վրա խարսխվում է պետությունը: Այնտեղ ամրագրված են պետության խորհրդանիշերը, լեզուն, պետական իշխանության կայացման հիմքերը: Ոչ պակաս նշանակություն ունեն մարդու և քաղաքացու իրավունքների վերաբերյալ դրույթները: Սահմանադրությամբ ամրագրված մոդելով է կառուցվում յուրաքանչյուր պետության պետական իշխանության համակարգը»,- նշեց Ղազինյանը:
Անդրադառնալով 2015 թ. սահմանադրական բարեփոխումներին՝ Ղազինյանն ընդգծեց, որ միայն փաստաթուղթը շատ քիչ է իրավական և ժողովրդավարական պետություն կառուցելու համար: «Կարծում եմ, նորություն չի լինի, եթե ասեմ, որ ինչպես պետությունը, այնպես էլ հասարակական հարաբերությունները իրենց տեղում չեն մնում, Սահմանադրությունը պետք է համապատասխանի ժամանակի պահանջներին և ապահովի պետության կայուն զարգացումը: Սա էր այն գաղափարական մոտեցումը, որ ընկած էր սահմանադրական բարեփոխումների հիմքում: Ես կցանկանայի առանձնացնել 2015 թ. սահմանադրական բարեփոխումներÕ ¨, որոնք աննախադեպ են Հայաստանի սահմանադրական զարգացման պատմության մեջ, որովհետև որակապես նոր տեսք ստացավ մեր Սահմանադրությունը»,- ասաց Ղազինյանը:
