ԼՂՀ նախագահին առընթեր սահամանդրական բարեփոխումների մասնագիտական հանձնաժողովի նախագահ, խորհրդարանի ղեկավար Աշոտ Ղուլյանի Արցախի հանրային հեռուստատեսության հետ զրույցում մեկնաբանել է սահմանադրական բարեփոխումների հայեցակարգի ներկայացման ժամկետի երկարաձգումը:

«Արմենպրես»-ը ներկայացնում է Ազգային ժողովի մամուլի ծառայության ներկայացրաց հարց ու պատասխանը։

«-Արդյո՞ք ապրիլյան պատերազմն ազդեցություն ունեցավ սահմանադրական բարեփոխումների շուրջ քննարկումների ընթացքի վրա:

-Արցախում սահմանադրական բարեփոխումների մասնագիտական հանձնաժողովը որոշակի խոչընդոտների է հանդիպել գործունեության հենց առաջին փուլում: Ապրիլյան պատերազմն ինքնաբերաբար հետաձգել է այն աշխատանքները, որոնք պետք է կատարվեին սահմանադրական բարեփոխումների հայեցակարգը մշակելու ուղղությամբ: Այդ պատճառով էլ հանձնաժողովը դիմել էր հանրապետության նախագահին՝ հայեցակարգի ներկայացման ժամկետը երկու ամսով երկարաձգելու խնդրանքով: Մայիսից սկսած, երբ իրավիճակը համեմատաբար հանգիստ էր, մասնագիտական հանձնաժողովը մի քանի փուլերով աշխատանքներ ու քնն արկումներ է իրականացրել իր առջեւ դրված խնդիրները լուծելու նպատակով:

Քննարկումների ընթացքում պարզվեց, որ սահմանադրական բարեփոխումների հայեցակարգի հիմնական սկզբունքների հարցում առկա են տարբեր դիրքորոշումներ եւ այդ երկու ամիսը բավարար չէ նման պատասխանատու գործի համար: Խոսքը, մասնավորապես, պետական կառավարման մոդելի ընտրության մասին է, որի շուրջ քննարկումները շարունակվում են եւ, այս պահին կարող եմ ասել, որ ուրվագծվում է հայեցակարգի հիմքի համար պահանջվող համաձայնությունը:

Մենք արդեն հասել ենք մի հանգրվանի, երբ պետք է ամփոփենք այն, ինչ ունենք: Բայց դրա համար անհրաժեշտ է, որ մեկ անգամ եւս մեր քաղաքական դաշտի եւ հանրային կյանքի հիմնական դերակատարների հետ ճշտենք այն տիրապետող կարծիքներն ու մոտեցումները, որոնք առկա են պետական կառավարման մոդելի հարցում:

-Ինչպիսի՞ լուծումներ եք տեսնում սահմանված ժամկետներում նախատեսված աշխատանքներն ավարտելու համար:

Մասնագիտական հանձնաժողովը նպատակահարմար է գտել դիմել հանրապետության նախագահին՝ հայեցակարգի ներկայացման ժամկետը մեկ ամսով եւս երկարաձգելու խնդրանքով: Հունիսի 29-ին նախագահի հրամանագրով այդ ժամկետը երկարաձգվել է մինչեւ օգոստոսի 1-ը:

Հաշվի առնելով, որ մասնագիտական հանձնաժողովն իր աշխատանքում առաջնորդվում է գործունեության հաստատված կարգով, ուստի հղում անելով այդ փաստաթղթին՝ հիշեցնեմ, որ մասնագիտական հանձնաժողովը սահմանադրական բարեփոխումների հայեցակարգի վերաբերյալ առաջարկություններ ու միջնորդություններ ընդունելուց բացի, անցկացնում է նաեւ այդ նախագծի հանրային քննարկումներ, որից հետո միայն նախագիծը ներկայացնում է հանրապետության նախագահին:

Վերստին նշեմ, որ այս անգամ ժամկետի երկարաձգումը պայմանավորված է արդեն կատարած աշխատանքներն ամփոփելու եւ դրա շուրջ հանրային քննարկումներ կազմակերպելու անհրաժեշտությամբ»:
