«Ժողովուրդ» թերթը գրում է. «Իշխանական համակարգի հատկապես ընտրական գործընթացներից քաջատեղյակ շրջանակներում համոզված են, որ ընտրական ցուցակների կազմման համակարգը չի փոխվի, եւ միայն նույնականացման քարտ ստացածներին ընտրական ցուցակներում ընդգրկելու մոտեցումն, ի վերջո, կյանքի չի կոչվի:
Մարդիկ, ովքեր տարիներ շարունակ զբաղվել են իշխանությունների համար «ձայներ» ապահովելով, համոզված են, որ իշխանությունները չնայած խոստանում են ընտրական ցուցակները «մաքրել», այնուամենայնիվ, իրականում նրանք այդ քայլին չեն գնալու:
Հենց այդ նպատակով էլ իշխանությունները համակարգի ներդրումը պայմանավորել են դոնոր կազմակերպությունների կողմից ֆինանսավորման անհրաժեշտությամբ: ՀՀ ղեկավարությունը շատ լավ գիտի, որ դոնորները արդեն իսկ խոստացել են 9 մլն եվրո հատկացնել, եւ ավել գումար տրամադրելու հավանականություն գրեթե չկա: Հիշեցնենք, որ ընդհանուր հաշվով անհրաժեշտ է 16 մլն եվրո:
«Ժողովուրդ»-ի այն հարցին, թե ՀՀ իշխանություններն իրականում չեն ցանկանում ընտրացուցակների կազմման համակարգը փոխել, դրա համար են նախագիծը դրսի դոնորների հույսով ընդունում, ՀՀ ԱԺ պետաիրավական հարցերով մշտական հանձնաժողովի նախագահ Հովհաննես Սահակյանն ասաց. «Մենք մեր խոստումները կատարել ենք, միանգամից արտահերթ նիստ հրավիրեցինք, քննարկեցինք, եւ այն հայտարարությունը, որ ստորագրել ենք, կետ կա, որ դիմում է միջազգային դոնոր կազմակերպություններին, եւ այն կողմերը, որ բանակցել են, բանակցել են միասին միջազգային կառույցների հետ եւ եղել են բաց, թափանցիկ, բոլորի համար հասանելի:
Եւ միջազգային հանրությունն է հավանություն տվել, եւ ասել՝ այս կամ այն հարցի շուրջ եթե կգաք համաձայնության եւ ընդհանուր եզրահանգման, մենք այդ ընդհանուր եզրահանգումը դրամական միջոցներով կներկայացնենք եւ կիրականացնենք: Մենք ամեն ինչ անում ենք, որ այդ հնարավորությունը լինի, բայց այս ձեւի մթնոլորտը, անլուրջ պահվածքը, կարծում եմ, ազդակ կարող է լինել միջազգային դոնոր կազմակերպություններին»:
