Ադրբեջանի նախագահ Իլհամ Ալիեւը, ավանդույթի համաձայն, այս անգամ էլ սկսել է հրաժարվել մայիսի 16-ին Սանկտ Պետերբուրգում Ռուսաստանի Դաշնության նախագահ Վլադիմիր Պուտինի միջնորդությամբ Հայաստանի Հանրապետության նախագահ Սերժ Սարգսյանի հետ հանդիպման ժամանակ Լեռնային Ղարաբաղի հակամարտության խաղաղ կարգավորման շուրջ ձեռք բերված համաձայնություններից:

Վկայակոչելով «Թուրան» լրատվական գործակալությունը, ելույթ ունենալով մի խումբ զինվորականների առաջ, Ալիեւը կրկնել է բազմիցս ծեծված անհեթեթ հայտարարություններն այն մասին, թե Ադրբեջանը, իբր, «իր պատմական հողերում» թույլ չի տա հայկական երկրորդ պետությունը ստեղծել, որ ԼՂ-ի անկախության հարցը «երբեք բանակցությունների թեմա չի եղել», եւ որ իբր խնդիրը կարող է լուծվել միայն փուլային ճանապարհով:

Նա ասել է, որ ինքը չի համաձայնել ԼՂ խնդրի կարգավորման բանակցությունները շարունակելու համար ադրբեջանական եւ արցախյան զորքերի շփման գծում հրադադարի խախտումները վերահսկող մեխանիզմ եւ դիտորդներ տեղակայելու մասին ՀՀ նախագահ Սերժ Սարգսյանի պայմանին, որ իբր այն չի ընդունվել, եւ մեկ անգամ եւս սպառնացել է, որ բանակցությունները սառեցվելու կամ խախտվելու դեպքում իրենք կդիմեն ուժային լուծման:

«Ադրբեջանական կողմը մասնակցել է բանակցություներին չընդունելով որեւէ պայման: Վիեննայի հանդիպումը կայացել է ԱՄՆ-ի նախաձեռնությամբ: Գտնում եմ, որ այն դրական արդյունքներ է ունեցել: Այսինքն, հայկական կողմի առաջ քաշած պայմանները չեն ընդունվել: Վիենայում ադրբեջանական կողմը ոչ մի փաստաթուղթ չի ստորագրել: Ուղղակի համանախագահող-երկրները հանդես են եկել հայտարարությամբ, դա նրանց հայտարարությունն է: 

Մենք դրական ենք գնահատում Սանկտ Պետերբուրգի հանդիպումը: Մենք բանակցությունների ենք գնում չընդունելով ոչ մի պայման: Սանկտ Պետերբուրգում քննարկվել է ԵԱՀԿ նախագահի անձնական ներկայացուցչի գրասենյակի 6 աշխատակիցների թիվը 2-2,5 անգամ մեծացնելու մասին: Այստեղ խոսք չկա մեծ առաքելության մասին: Չի փոխվում նաեւ գրասենյակի մանդատը: Ինչ վերաբերվում է հայերի կողմից առաջ քաշված միջադեպերի հետաքննության մեխանիզմին, եթե իմաստը նրանում է, որ որպեսզի հակամարտությունը սառեցվի եւ ինչ-որ լրացուցիչ միջոցներ ձեռնարկվեն շփման գծում, ապա Ադրբեջանն, իհարկե, դրան չի գնա: Դա հնարավոր է այն դեպքում, եթե բանակցային գործընթացում դրական դինամիկան շարունակվի, մենք կոնկրետ արդյունքներ տեսնենք: Այդ ժամանակ, իհարկե, կարող են տարբեր մեխանիզմներ մշակվել եւ քննարկվել այդ հարցը:

Ադրբեջանական կողմը եւ անձամբ ես բազմիցս ասել ենք, որ մենք կարող ենք տվյալ հակամարտությունը կարգավորել միայն փուլային ճանապարհով, քանի որ այլ կերպ հնարավոր չէ: Ինչ վերաբերվում է Լեռնային Ղարաբաղի կարգավիճակին, ապա դա ապագայի գործ է: Իհարկե, որոշակի կարգավիճակ կարող է լինել: Ադրբեջանի կազմում առկա է Նախիջեւանի Ինքնավար Հանրապետություն: Այն ունի ինքնավարության կարգավիճակ: Եվրոպայում, այլ երկրներում կան պրոգրեսիվ եւ տարբեր կարգավիճակներ: Սակայն, այդ կարգավիճակը չպետք է խախտի մեր երկրի տարածքային ամբողջականությունը», -ասել է Ալիեւը:
