 Ռուս քաղաքագետ, Հարավային Կովկասի հարցերով փորձագետ Անդրեյ Արեշևը դրական է համարում այն, որ Սանկտ Պետերբուրգում Հայաստանի, Ռուսաստանի և Ադրբեջանի նախագահների  հանդիպմանը քննարկվեց ԵԱՀԿ դիտորդների ընդլայնման, շփման գծում հետաքննության մեխանիզմների ներդրման հարցը:  

«Ճիշտ է, շոշափելի արդյունքներ չարձանագրվեցին, բայց դա հասկանալի է, տեսնում ենք, որ կողմերի տեսակետները ծայրահեղ տարանջատվում են: Քննարկված հարցերը, իհարկե, կարևոր են, սակայն շատ ավելի կարևոր է այն, որ այդ խոսակցություները, քննարկումները վերածվեն իրավական առումով պարտավորեցնող մեխանիզմների կամ հավելումը լինեն այն փաստաթղթերի, որոնք կնքվել են դեռ 20 տարի առաջ, ունեն փաստացի իրավական ուժ, սակայն գործնականում չեն գործում: Ռուսական կողմը բազմիցս, այդ թվում` Սերգեյ Լավրովի` Հայաստան կատարած այցի ընթացքում ընդգծել է այդ ուղղությամբ գործընթացի անհրաժեշտությունը: Գործնականում դա կերևա, թե ոչ,  հիմա, իհարկե, դժվար է ինչ-որ բան ասել, պետք է հուսալ, որ դրական զարգացումներ կլինեն»,-«Արմենպրես»-ի հետ զրույցում ասաց քաղաքագետը:

Հաշվի առնելով այն, որ Ադրբեջանը մշտապես հանդես է գալիս ապակառուցողական դիրքերից, ի՞նչ երաշխիքներ կան, որ այս անգամ գործընթացը տապալելու փորձ չի արվի: Հարցին ի պատասխան ռուս քաղաքագետը նշեց, որ այս գործընթացում գլխավոր երաշխիքները Հայաստանի ու Լեռնային Ղարաբաղի պաշտպանության բանակներն են:

«Այո, պաշտոնական Բաքուն հանդես է գալիս ծայրահեղ անզիջում դիրքերից: Կարծում եմ, որ այս ամբողջ գործընթացում հիմնական երաշխավորները Լեռնային Ղարաբաղի ու Հայաստանի պաշտպանության բանակներն են, որոնք կկարողանան արժանի պատասխան տալ հնարավոր ագրեսիվ գործողոթյուններին»,-ավելացրեց քաղաքագետը:

Անդրադառնալով նախագահների հանդիպմանն ընդառաջ Ադրբեջանի կողմից իրականացվող զորավարժություններին` Անդրեյ Արեշևը նշեց, որ բավական խոշորածավալ զորավարժություններ էին, ինչով փորձ էր արվում ճնշում գործադրել հայկական կողմերի` Երևանի և Ստեփանակերտի վրա:

«Ռուսաստանին այդպիսի քայլերը հայտնի են, Ռուսաստանի սահմանին հաճախ անցկացվում են ՆԱՏՕ-ի ու Եվրոպական գործընկերների կողմից նախաձեռնած զորավարժություններ, որոնք ունենում են ցուցադրական, սադրիչ բնույթ: Կարող եմ ասել, որ Ադրբեջանի կողմից իրականացված զորավարժությունները չնպաստեցին պետերբուրգյան հանդիպումների մթնոլորտի լավացմանը»,-հավելեց Անդրեյ Արեշևը:

Հունիսի 20-ին Սանկտ Պետերբուրգում Ռուսաստանի, Հայաստանի եւ Ադրբեջանի նախագահներ Վլադիմիր Պուտինի, Սերժ Սարգսյանի եւ Իլհամ Ալիևի մասնակցությամբ տեղի ունեցան եռակողմ բանակցություններ Լեռնային Ղարաբաղի հակամարտության կարգավորման շուրջ: Հայաստանի ու Ադրբեջանի նախագահների մակարդակով այս հանդիպումը երկրորդն էր ապրիլի քառօրյա պատերազմից հետո: Առաջին հանդիպումը տեղի է ունեցել մայիսի 16-ին Վիեննայում:
