Վերջին շրջանում տեսնում ենք, որ պետությունը հնարավորինս կրճատումներ է անում հավելյալ ծախսերից խուսափելու համար: Պարզ է, որ օպտիմալացման գործընթացը մեկ կամ երկու օրում իր արդյունքները ցույց չի տա, այնուամենայնիվ պարզ է, որ նմանատիպ կրճատումները որոշակիորեն թեթևացնելու են պետական բյուջեի ծախսերը:

Խոշորացույցի տակ հիմա էլ պետական գնումների ոլորտն է: Գաղտնիք չէ, որ այստեղ կան բարձր կոռուպցիոն ռիսկեր: Այս նպատակով կառավարությունը մտադիր է ներդնել մեխանիզմ, որը կօգնի բացահայտել օֆշորների միջոցով պետական գնումներին մասնակցող կազմակերպությունների իրական սեփականատերերին։ 
Ի՞նչ է սա նշանակում:
Քանի որ չկա որևէ օրենսդրական արգելք, ուստի օֆշորային գոտիներում բացվում են կազմակերպություններ, որոնք մասնակցում են պետական գնումների գործընթացին: Վերջում էլ բնականաբար հաղթում են հայտարարված մրցույթներում: Որպես կանոն, սակայն, հանրության համար անհայտ է մնում , թե ովքեր են այդ կազմակերպությունների սեփականատերերը, չնայած նրան, որ պարզից էլ պարզ է, որ պատահական մարդիկ չեն կարող օֆշորային գոտիներում ընկերություն հիմնել:

Հետևաբար կոռուպցիոն ռիսկերը նվազեցնելու, ինչպես նաև պետական գնումների թափանցիկության մակարդակը բարձրացնելու նպատակով կառավարությունը քննարկում է օֆշորներում գրանցված և պետական գնումներին մասնակցող կազմակերպությունների նկատմամբ որոշակի սահմանափակումներ կիրառելու հարցը:
Ավելի կոնկրետ՝ նախատեսվում է օֆշորային ընկերություններին, որոնք պատրաստվում են պայմանագիր կնքել պետության հետ և մասնակցել պետական գնումներին, պարտադրել բացահայտելու իրենց իրական սեփականատերերին։ Այս տեղեկատվությունն էլ հանրայնացվելու է:

Գաղտնիք չէ նաև այն, որ պետական մարմինների կողմից հայտարարվող մրցույթներում հաղթում են նույն կառույցների ղեկավարության հետ ուղակիորեն փոխկապակցված ընկերությունները։ Լինում են դեպքեր նաև, որ պետության հայտարարած մրցույթներին տարբեր պաշտոնյաների պատկանող կամ նրանց հետ ուղղակիորեն փոխկապակցված կազմակերպություններ մասնակցում են օֆշորային ընկերությունների միջոցով: Այս մեխանիզմը որոշակիորեն մեղմելու է նաև այս ռիսկերը:

Կհաջողվի՞ արդյոք հասնել վերը նշված խնդիրների լուծմանն այս մեխանիզմների միջոցով, ցույց կտա ժամանակը: Հույս ունեմ, որ պետությունը կշարունակի մշակել ու ներդնել մեխանիզմներ, որոնք կզսպեն կոռուպցիոն ռիսկերը:
