Օֆշորային նոր սկանդալ. Ո՞վ է իրականում «Էկթրաք սերվիս»-ի հետեւում կանգնած

«Հրապարակ» թերթը գրում է. «Օրերս մեծ աղմուկ բարձրացվեց ՀԷՑ-ի մի գործարքի շուրջ: 2011 թվականին «Ցանցերը» «Էկթրաք սերվիս» ՍՊԸ-ից մեծ գումարներով ավտոմեքենաներ են վարձակալել: Դրա դիմաց ամսական 1000 դոլարի համարժեք դրամ են վճարել «Էկթրաք սերվիսին» եւ, բացի այդ, այլ թանկարժեք գործարքներ էլ են կնքել ընկերության հետ: Օրինակ, վերջինիցս 800 հազար դրամով տարածք են վարձակալել՝ դեպի Արտաշատ տանող ճանապարհին: «Էկթրաք սերվիսը», որի հետ աստղաբաշխական գումարների վարձակալության պայմանագրեր էր կնքում, վերջերս հիշատակվեց որպես Տնտեսական մրցակցության պաշտպանության պետական հանձնաժողովի նախագահ Արտակ Շաբոյանի բաջանաղի կազմակերպություն: Իրականում սակայն «Էկթրաք սերվիսը» ոչ միայն Շաբոյանի բաջանաղինն է, այլեւ ՀԷՑ-ի նախկին փոխտնօրեն Կարեն Դարբինյանին հիմնադրած ընկերությունն է, իսկ Շաբոյանի բաջանաղը՝ Գեղամ Կարապետյանը, Դարբինյանի մորաքրոջ տղան է եւ սանիկը:
ՍՊԸ-ն Դարբինյանը գրանցել է 2006 թվականին եւ հիմնադրել 2007-ին: Այդ ժամանակ նա «Ցանցերի» ամենաազդեցիկ դեմքերից էր: հետաքրքիր է, որ նրա հետ համափայատեր է եղել նաեւ արտասահմանյան քաղաքացի, ոմն Դեւոլթ Փաուեր, որի միջոցով ընկերությունը գրանցվել է օֆշորային գոտում՝ Վիրջինյան կղզիներում:
2009-ին Կարեն Դարբինյանն իր փայաբաժինը փոխանցել է Կարեն Դարբինյանին, որը մինչեւ օրս էլ «Էկթրաք սերվիս» ՍՊԸ-ի տնօրենն է: Դարբինյանը 2011-ին հեռացել է ՀԷՑ-ի փոխտնօրենի պաշտոնից, քանի որ, ըստ մամուլի հրապարակումների, հակասություններ է ունեցել գլխավոր տնօրեն Բիբինի հետ: Բայց փաստորեն, Կարեն Դարբինյանն իր մորաքրոջ տղայի միջոցով շարունակում էր առնչություններ ունենալ ՀԷՑ-ի գործունեության հետ:
Ներկայումս Բիբինն էապես կրճատել է «Էկթրաք սերվիսի» հետ իր գործակցությունը, թողնելով միայն ավտոտրանսպորտի վարձակալության պայմանագրերը, այն նույն ավտոմեքենաների, որոնց համար ՀՀ բնակչությունն ամիսը 1000 դոլար գումար է վճարում «Էկթրաք սերվիս»-ին:
Իմիջիայլոց, ՀԷՑ-ի գնումների վերահսկողությունը պետք է իրականացնել Հանրային ծառայությունների կարգավորող հանձնաժողովը: Եթե հանձնաժողովը նման գործառույթ իրականացներ, գուցե այսօր էլեկտրաէներգիայի թանկացման անհրաժեշտություն առաջ չգար:
