ՀՀ արտաքին առևտրաշրջանառության կազմն ու կառուցվածքը փոփոխվել է

Արդեն ավարտին է մոտենում 2016 թվականի 2-րդ եռամսյակը, ինչը նշանակում է, որ եկել է կիսամյակային ցուցանիշները ամփոփելու ժամանակը: Արդեն իսկ հրապարակված նախնական ցուցանիշներից պարզ է դառնում, որ 2016 թվականի 2-րդ եռամսյակը ևս պահպանել է նախորդ ժամանակաշրջանի տեմպերը, սակայն կան նաև որոշ փոփոխություններ: Մասնավորապես, ցուցանիշների համակարգում առանձնակի հետաքրքրություն է ներկայացնում ՀՀ առևտրաշրջանառությունը, հատկապես արտահանման ծավալները:
 
Համաձայն հրապարակված տեղեկությունների՝ նախորդ տարվա նույն ժամանակաշրջանի համեմատ Հայաստանի ընդհանուր առևտրաշրջանառությունը նվազել է 30.4 տոկոսով, իսկ արտահանումը` 21.9 տոկոսով: Այս փոփոխությունը պայմանավորված է նախ և առաջ այն հանգամանքով, որ Հայաստանը դարձել է Եվրասիական տնտեսական միության անդամ երկիր, ինչի արդյունքում միության անդամ երկրների մեջ ապրանքաշրջանառությունը չի հաշվառվում, այսինքն` եթե նախկինում Հայաստանից ապրանք էր արտահանվում Ռուսաստան, Ղազախստան կամ Բելառուս, դա հստակ երևում էր որպես Հայաստանից արտահանում դեպի այդ երկրներ, քանի որ սահմանին իրականացվում էին մաքսային ձևակերպումներ և այդ ամենը վիճակագրության մեջ արտացոլվում էր շատ հստակ: Նույնն էր նաև ներմուծման առումով: Երբ Հայաստանը դարձավ Եվրասիական տնտեսական միության անդամ, առևտրաշրջանառության մաքսային ձևակերպումներն այլևս այդ երկրների հետառևտրի պարագայում չեն արվում, քանի որ մենք գտնվում ենք նույն տնտեսական գոտում, այսինքն` ապրանքը սահմանին ձևակերպվում է որպես տարանցիկ (Վրաստանի տարածքով), տեղափոխվում է, օրինակ՝ Ռուսաստան և այնտեղ շարունակում է ազատ շրջանառությունը:
 
Սրա հետ մեկտեղ, ապրանքաշրջանառության կազմում էական փոոխություն է արձանագրվել Հայաստանից Վրաստան արտահաման ծավալների հետ: Այս առումով դրական դիմանիկա է նկատվում: 2014թ. երկու երկրների միջև ապրանքաշրջանառությունը կազմել է 156,3 մլն դոլար, 2015-ին՝ 182,9 մլն դոլար: 2015թ. ապրանքաշրջանառության աճը 2014-ի համեմատ կազմել է 17 տոկոս:
 
Միաժամանակ, Հայաստանից Վրաստան արտահանման ցուցանիշները զգալիորեն բարձր են եղել, քան Վրաստանից Հայաստան: 2015-ին մենք Վրաստան ենք արտահանել 116 մլն դոլարի ապրանք, ինչը 37 տոկոսով շատ է, քան 2014թ., երբ այդ ցուցանիշը կազմել է 84 մլն:
 
Երբ մենք խոսում ենք ապրանքների ներկրման մասին, ապա պետք է հաշվի առնել երկու հասկացություն՝ զուտ վրացական մթերքներ և տարանցիկ ճանապարհով Վրաստանից առաքվող ապրանք: Վրացական ապրանքների ներկրումը Հայաստան ավելի ցածր մակարդակում է, քան հայկական ապրանքների արտահանումը Վրաստան: Այստեղ մեր սալդոն միանշանակ դրական է:
 
2016թ. հունվար-ապրիլին մեր երկու երկրների միջև ապրանքաշրջանառությունը կազմել է 42 տոկոս: Եթե 2015թ. հունվար-ապրիլին ապրանքաշրջանառությունը կազմել է 53 մլն դոլար, ապա 2016թ. նույն շրջանում՝ 85,5 մլն դոլար: Հայաստանից արտահանումը 2016-ի առաջին չորս ամիսների ընթացքում նույնպես աճել է և կազմել 45,5 մլն դոլար:
 
Աճի այդ դինամիկայում զգալի ավանդ ունեն ազատ առևտրի գոտին, բարեկամական միջպետական հարաբերությունները, ինչպես նաև հաղորդակցական կապերի հաստատումը:
