Հարկային բեռը չպետք է բառի բուն իմաստով «բեռ» դառնա

Ազգային ժողովի վերջին քառօրյայում քննարկված օրենսդրական նախաձեռնություներից մեկը վերաբերում էր ՀՀ հարկային օրենսդրության մեջ փոփոխություններ իրականացնելուն: Մասնավորապես, առանձնակի ուշադրության է արժանի 2 նախաձեռնություն, որոնցից առաջինը նախատեսում է շրջանառության հարկի սահմանաչափը փոփոխել՝ որպես առավելագույն սահմանաչափ սահմանելով 40 մլն ՀՀ դրամ: Սա նշանակում է, որ այսուհետ 40 մլն դրամից ավել շրջանառություն ունեցող տնտեսվարող սուբյեկտները կհայտնվեն ավելացված արժեքի հարկային տիրույթում և նախկին 5 տոկոս շրջանառության հարկի փոխարեն կվճարեն 20 տոկոս ԱԱՀ և այլ հարկեր: Ասվածի բովանդակությունը հասկանալու համա բավական է միայն նշել, որ Հայաստանում այս պահին կա գրանցված շուրջ 410 հազար հարկատու, որոնց միայն 40 տոկոսն է խոշոր կամ փոքր, այսինքն՝ մնացած 60 տոկոսն այս կամ այն կերպ հայտնվում է այս փոփոխության միջակայքում և կանգնում լուրջ խնդրի առաջ: Նման բարձր հարկերի պայմաններում որևէ տնտեսվարող սուբյեկտ չի ցանկանա աշխատել և կկանգնի ընտրության առաջ՝ կա՛մ կրճատել գործունեության ծավալները, որպեսզի չգերազանցի 40 միլիոնը, կա՛մ էլ կանցնի ստվերային գործունեության, որը կրկին հնարավորություն կտա խուսափել խոշոր հարկերից: Այս 2 պարագայում էլ հարկային մուտքերը պետական բյուջե կկրճատվեն և գլխավոր խնդիրն այդպես էլ կմնա չլուծված:
 
Մյուս օրենսդրական նախաձեռնությունը վերաբերում է ակցիզային հարկի դրույքաչափի ավելացմանը: Այս փոփոխությունն էլ կենթադրի ակցիզային ապրանքների (ալկոհոլային խմիչքներ, ծխախոտ, վառելիք և այլն) թանկացմանը, իսկ ակցիզային ապրանքների թանկացումն էլ կհանգեցնի փոխկապակցված ապրանքների թանկացման, որն էլ հաջորդաբար կբերի գների մակարդակի ավելացման: Ակցիզային հարկն անուղղակի հարկատեսակ է, այն գանձվում է ոչ թե տնտեսվարող սուբյեկտից, այլ հենց գնորդից, այսինքն՝ բնակչությունից, դե, իսկ վերջինիս սոցիալ-տնտեսական խնդիրների մասին խոսելն ավելորդ է:
 
Վերոնշյալ 2 փոփոխությունները երկկողմանի ավելացնում են հարկային բեռը թե՛ տնտեսվարող սուբյեկտների, թե՛ սպառողների համար: Բյուջետային տեսանկյունից սա պետք է ենթադրի հարկային մուտքերի ավելացում, որն այս պարագայում քիչ հավանական է, մի պարզ պատճառով, քանի որ մեր երկրում կենսամակարդակի և արտադրական ծավալների հետ համեմատ հարկային բեռն առանց այն էլ բարձր է: Իսկ այս ցուցանիշի ավելացումից «հարկային բեռ» հասկացությունը իսկական «բեռ» կդառնա տնտեսվարողների և սպառողների համար, որը կարող է բերել շատ լուրջ հետևանքների: Նման պարագայում պետությունը պետք է ամեն ինչ անի, որ «հարկային բեռ» ասվածը իսկական «բեռ» չդառնա տնտեսվարող սուբյեկտների և բնակչության համար:
 
Եվ վերջում մեկ դիտարկում ևս: Երբ բազմաթիվ տնտեսագետներ սկսեցին քննադատել այս հարկային փոփոխությունները, դրա արդարացման մի այսպիսի տեսլական ստեղծվեց՝ իբր այս բարեփոխումների նպատակը 2018 թվականին անթերի հարկային համակարգ ունենալն է: Իհարկե, ողջունելի է անթերի համակարգ ստեղծելու ցանկությունը, բայց քանի դեռ այն միայն ցանկությունների շարքում է, պետք չէ այսօրինակ փորձեր անել. չէ՞ որ տնտեսություն է, որտեղ նման փորձերը շատ լուրջ փորձանքի կարող են հանգեցնել:
