ԸՕ-ի շուրջ կոնսեսուսը՝ որպես բարձր քաղաքական «կվալիֆիկացիա»

Ընտրական օրենսգրքի շուրջ քննարկումները տևական ժամանակ է պահպանում են իրենց ակտուալությունը քաղաքական դաշտում: Ընդդիմադիր կառույցները առաջարկել էին իշխանությանը ձևավորել 4+4+4 ձևաչափ՝ քննարկելու ԸՕ դրույթները: Բանակցությունների մասնակցելու էին 4 ներկայացուցիչ իշխանությունից, 4-ը՝ ընդդիմությունից, 4՝ քաղաքացիական հասարակությունից:
Ինչ խոսք, քննարկումները բավականին բարդ փուլում էին հայտնվել: Ենթադրություններ կային, որ բանակցությունների վերսկսման գործընթացը նույնպես դատապարտված է ձախողման ու քաղաքական բևեռների միջև կոնսեսուս տեղի չի ունենալու:
Ինչևէ, երեկ տեղեկացանք. որ ԱԺ-ում նախագծի շուրջ 4+4+4 բանակցային ձևաչափի մասնակից քաղաքական ուժերի` ՀՀԿ, ԲՀԿ, ՀՅԴ, ՀԱԿ և ՕԵԿ կուսակցությունների միջև ստորագրվել է Ընտրական Օրենսգրքի փոփոխությունների շուրջ համաձայնության փաստաթուղթը:
Նախ Ընտրական օրենսգրքում ընդգրկվել են մի քանի դրույթներ, որոնցից կառանձնացնեմ առավել կարևորները:
Այսուհետ կիրառության է դրվելու ընտրողների մատնահետքերով նախնական էլեկտրոնային գրանցման համակարգը: Քվեարկության օրը ընտրատեղամասերում ընտրողների գրանցումը կատարվում է տեխնիկական սարքի միջոցով` մատնահետքով: Կենտրոնացված էլեկտրոնային պահոցը պարբերաբար ենթարկվում է աուդիտի դոնոր կազմակերպությունների փորձագետների կողմից:
Մյուսը երկու կարևոր դրույթները վերաբերվում են տեղամասերում տեսախցիկների տեղադրմանն ու ընտրողների ցուցակները հրապարակելուն:
Մասնավորապես տեսախցիկների տեսադաշտում պետք է լինեն քվեատուփը, ընտրողների գրանցման և քվեարկության ծրարների, քվեաթերթիկների հատկացման, ինչպես նաև քվեարկության արդյունքների ամփոփման գործընթացը, տեղամասային կենտրոնն ու դրա մուտքը՝ մինչև 50մ. շառավղով: Քվեարկության ավարտից անմիջապես հետո քվեարկության սենյակում ներկա վստահված անձինք կարող են ընտրական հանձնաժողովի նախագահից ստանալ ընտրողների էլեկտրոնային գրանցման տեխնիկական սարքավորման միջոցով տպված տեղեկանք, որը պետք է պարունակի հատուկ նշում այն ընտրողների վերաբերյալ, որոնց նույնականացումը իրականացվել է նույնականցման քարտի կամ անձնագրի վրայի առկա լուսանկարի հիման վրա:
Ակնհայտ է, որ որ այս փոփոխությունների միջոցով ընտրությունների գործընթացը դառնում է ավելի թափանցիկ ու ընտրախախտումների հնարավոր ռիսկերը բավականաչափ նվազում են:
Վերոնշյալ կետերը՝ մատնահետքերով քվեարկությունը, տեսախցիկների տեղադրումն ու ընտրացուցակների հրապարակումը մշտապես թեժ է եղել քննարկումների առումով: Ընդդիմադիր քաղաքական ուժերը տևական ժամանակ պայաքարում էին նման մեխանիզմի ներդրման համար:
Այնուամենայնիվ, բացի տեխնիկական խնդիրների լուծման մեխանիզմների ներդրումից կարևոր է նկատել, որ սա Հայաաստանի քաղաքական կյանքի համար կարևոր իրադարձություն էր: Փաստացի իշխանություն - ընդդիմություն երկխոսությունը կայացավ: Առանցքային հարցերի շուրջ տեղի ունցավ կոնսեսուս քաղաքական երկու բևեռների միջև, որով կարևորագույն խնդիրների լուծման համար ձևավորվեց նոր հարթություն:
Ընտրական օրենսգրքի փոփոխությունների շուրջ տեղի ունցած կոնսեսուսը դրական նախադեպ է, որը կարող է նոր մշակույթ ձևավորել Հայաստանի քաղաքական կյանքում:
