Ջեյմս Ուորլիքը մասնակցելու է Սանկտ Պետերբուրգում նախագահների հանդիպմանը

Լեռնային Ղարաբաղի հակամարտության կարգավորման ԵԱՀԿ Մինսկի խմբի ամերիկացի համանախագահ Ջեյմս Ուորլիքը կմասնակցի Հայաստանի, Ռուսաստանի եւ Ադրբեջանի նախագահների հանդիպմանը, որը պետք է տեղի ունենա հունիսի 20-ին Սանկտ Պետերբուրգում:

Ամերիկացի համանախագահն ասել է, որ իրենք մայիսի 16-ին նախագահների` Վիեննայում կայացած հանդիպման արդյունքների շարունակման հույս ունեն:
«Ես անհամբերությամբ սպասում եմ այդ հանդիպմանը: Մենք հույս ունենք, որ կողմերը հանրագումարի կբերեն միջադեպերի հետաքննության մեխանիզմի իրականացման մասին ԵԱՀԿ կողմից առաջ քաշված պայմանավորվածությունը եւ կվերականգնեն բազմակողմանի խաղաղ համաձայնության գծով բանակցությունները», -նշել է նա:
Ռուսաստանի Դաշնության նախագահ Վլադիմիր Պուտինը հունիսի 20-ին Սանկտ Պետերբուրգում առանձին հանդիպումներ կանցկացնի Հայաստանի նախագահ Սերժ Սարգսյանի եւ Ադրբեջանի նախագահ Իլհամ Ալիեւի հետ, իսկ հետո հանդիպումը կանցնի եռակողմ ձեւաչափով:
Լեռնային Ղարաբաղի հակամարտության ռազմական փուլը ծագել է 1991 թ-ին, երբ ի պատասխան ԼՂ բնակչության ինքնորոշման պահանջի, ադրբեջանական իշխանությունները փորձեցին հարցը լուծել` խորհրդային անվտանգության ուժերի (ԿԳԲ-ի հատուկ ջոկատներ) կողմից անձնագրային ռեժիմի անցկացման քողի տակ էթնիկ զտումներ իրականացնելով եւ լայնածավալ ռազմական գործողություններ սկսելու ճանապարհով, որը բերեց հազարավոր զոհերի եւ զգալի նյութական կորուստների:
1994 թ-ի մայիսի 12-ին ուժի մեջ մտավ զինադադարի մասին ադրբեջանական կողմի խնդրանքով ստորագրված համաձայնագիրը: Ներկայում հիմնախնդրի կարգավորման շուրջ բանակցություններն ընթանում են ԵԱՀԿ Մինսկի խմբի համանախագահների (Ռուսաստան, ԱՄՆ, Ֆրանսիա) միջնորդությամբ` 2007 թ-ի նոյեմբերին վերջիններիս կողմից ներկայացված մադրիդյան առաջարկությունների հիման վրա:
Ադրբեջանը մինչ այսօր չի կատարում ՄԱԿ-ի Անվտանգության խորհրդի 1993 թ-ի 4 բանաձեւերը` շարունակելով տարածաշրջանում սպառազինությունների մրցավազքի հրահրումը եւ կոպտորեն խախտելով միջազգային իրավունքի ուժի եւ ուժի սպառնալիքի չկիրառման սկզբունքը:
Հայաստանը համոզված է, որ կարգավորման գործընթացի արդյունավետության բարձրացումն անհնար է առանց բանակցություններին հակամարտության կողմ հանդիսացող Լեռնային Ղարաբաղի Հանրապետության լիիրավ մասնակցության:
