Հելսինկյան քաղաքացիական ասամբլեայի Վանաձորի գրասենյակն այսօր մի հաղորդագրություն է տարածել, որտեղ խոսվում է, որ շաբաթներ առաջ ընդունված Ընտրական օրենսգրքի՝ այսպես կոչված բարեփոխումներին ուղղված գործընթացը կարող է ունենալ որեւէ նշանակություն, եթե դրանց արդյունքում ամբողջ ծավալով ընդունվեն Հայաստանի Հանրապետության քաղաքացիական հասարակության, ԵԱՀԿ ԺՀՄԻԳ-ի եւ Վենետիկի հանձնաժողովի կողմից Հայաստանին հասցեագրված առաջարկությունները։ Ըստ ՀՔԱՎ-ի՝ պետք է վերացվեն հետեւյալ սահմանափակումները․
- Դիտորդների պարտադիր ստուգարք հանձնելու պահանջը
- Դիտորդների եւ ԶԼՄ ներկայացուցիչերի թվաքանակի սահմանումը
- Դիտորդների լիազորությունների եւ գործառույթների նվազեցումը, մասնավորապես՝ ընտրական իրավունքների եւ գործընթացների խախտումների արձանագրման, դրանց վերացմանն ուղղված նախկին օրենսգրքով նախատեսված արդյունավետ գործառույթները, զեկույցների համար տեղեկատվական աղբյուրների սահմանափակումները, ընտրության արդյունքների բողոքարկման իրավունքը, դիտորդների նկատմամբ հետապնդման անթույլատրելիությունը
- Քաղաքական կոալիցիայի ձեւավորման համար կուսակցությունների թվի սահմանումը - Վանաձոր, Գյումրի եւ Երեւան քաղաքներում ավագանու ընտություններում քաղաքացիական նախաձեռնությունների կողմից թեկնածուների առաջադրումը:
«Հայաստանի Հանրապետությունում իրական ընտրական բազմազանություն եւ հավասար հնարավորություններ ապահովելու համար անհրաժեշտ է վերացնել Ազգային ժողովի ընտրություններում նախատեսվող տարածքային ցուցակները եւ իրականացնել միայն մեկ՝ համամասնական սկզբունքով բոլոր պատգամավորների ընտրությունը Հանրապետության ողջ տարածքում՝ բացառելով ըստ գործող օլիգարխների ազդեցության գոտիների ընտրության սկզբունքը, որով նաեւ կապահովվեն երկու սեռերի ներկայացվածության իմաստալից եւ իրական երաշխիքները»,- գրված է հաղորդագրության մեջ։ Վերջիններս կարեւորում են ընտրական խախտումների արդյունավետ քննությունը եւ ընտրական խախտումներ կատարած անձանց հետագա ընտրություններում, բացի որպես ընտրող, այլ կարգավիճակում (վստահված անձ, դիտորդ, որեւէ հանձնաժողովի անդամ, թեկնածու) մասնակցելու իրավունքի սահմանափակումը։
Ինչպես հաղորդագրության մեջ է գրված, ընտրական գործընթացի ողջ ընթացքը տեսաձայնագրելու, ընտրողների գրանցամատյանների մատչելիության ապահովման կարեւոր խնդիրների լուծումը, առանց վերը նշված խնդիրների լուծման չի կարող նպաստել արդյունավետ քաղաքացիական վերահսկողության իրականացմանը եւ ընտրությունների նկատմամբ հասարակության վստահության ձեւավորմանը:
