Գնդեվազցիները դեմ են համայնքների խոշորացմանը, բայց կողմ, որ Ջերմուկը միանա Գնդեվազին

Համայնքների խոշորացմամբ կառավարությունը նպատակ ունի տնտեսել ֆինանսական միջոցները՝ համայնքային աշխատակիցների աշխատավարձերի, ինչպես նաև՝ համայնքապետարանների պահպանման ու շահագործման ծախսերի կրճատման շնորհիվ՝ տնտեսված միջոցներն ուղղելով կապիտալաստեղծ ծախսերին։
 
«ՀՀ վարչատարածքային բաժանման մասին» օրենքում փոփոխություններ կատարելու մասին եւ «Տեղական ինքնակառավարման մասին» օրենքում փոփոխություններ կատարելու մասին օրինագիծն Ազգային ժողովի այսօրվա նիստում ընդունվեց առաջին ընթերցմամբ։
Նախագծին կողմ քվեարկեց 58, դեմ՝ 23 պատգամավոր։
 
ՀՀ-ում վարչատարածքային բարեփոխումների շարունակականությունն ապահովելու նպատակով՝ նախատեսվում է իրականացնել համայնքների խոշորացման ևս տասներեք պիլոտային ծրագիր. Արագածոտնում՝ Ալագյազ, Ծաղկահովիտ, Շիրակում մարզի Ամասիա, Աշոցք, Սարապատ, Արփի, Սյունիքում՝ Գորիս, Մեղրի, Տեղ, Գորայք, Վայոց ձորում Վայք, Ջերմուկ, Զառիթափ համայնքներում: Նշված գյուղերի շուրջ տեղի կունենա հերթական խոշորացման գործընթացը: Ըստ ծրագրի՝ գործընթացի ընթացքում կմիավորվի 118 գյուղ:
 
Պիլոտային ծրագրով Գնդեվազ գյուղը պետք է միանա Ջերմուկ առողջարանային քաղաքին եւ դառնա մեկ համայնք՝ Ջերմուկ անունով: Ներկայումս Գնդեվազը ունի 1005 բնակիչ, ովքեր զբաղվում են անասնապահությամբ և հողագործությամբ։
 
«Ինչի՞ հենց մենք պետք է միանանք Ջերմուկին, թո՛ղ Ջերմուկը միանա Գնդեվազին ու ամեն ինչ կառավարվի Գնդեվազից: Չնայած, մենք դեմ ենք այս ծրագրի իրականացմանը: Բայց հնարավոր է նաեւ, որ գտնվեն մարդիկ, ովքեր կողմ կգտնվեն ու կհամաձայնվեն միանալ Ջերմուկին: Ամեն ինչ հո թեթեւ ասելով չի լինում», - Past.am-ի հետ զրույցում նշեց Գնդեվազի բնակչուհի Արմինեն Թադևոսյանը:
 
Գնդեվազցիները նույնիսկ հավաստիացնում են, եթե իրենց ձայնը հաշվի չառնեն, ապա նրանք բողոքի ակցիա կկազմակերպեն, բայց չեմ համաձայնվի, որ միանան Ջերմուկին:

«Դպրոցը, մանկապարտեզը. այս կառույցների հարցը ո՞նց են լուծելու: Մենք ունենք վերանորոգված դպրոց, մանկապարտեզ, ունենք ոռոգման ջրի ցանց: Ոչ մեկ չի եկել ու մեզ մանրամասնորեն չի բացատրել, որ մենք էլ գնդեվազցիներով հասկանանք, թե էդ ծրագիրը իրենից ի՞նչ ա ներկայացնում: Եթե միացանք, դարձանք մեկ մեծ համայնք ու սաղ կառավարվեց Ջերմուկից, մենք մի հատ թղթի համար պետք ա մի քանի կիլոմետր անցնենք, գնանք հասնենք Ջերմուկ ու դեռ պարզ չի լինի՝ էդ թուղթը մեզ կտա՞ն, թե՞ չէ», - Past.am-ի հետ զրույցում նշեց Գնդեվազի բնակիչ Կարենը Մխիթարյանը:

 
Դեռևս 2011 թվականին կառավարության կողմից հավանության է արժանացել համայնքների խոշորացման և միջհամայնքային միավորումների ձևավորման հայեցակարգը: Հաստատվել է, որ վարչատարածքային բարեփոխումներն անհրաժեշտ են համայնքների զարգացման շարունակականության ապահովման, համայնքի կողմից առավել որակյալ և մատչելի ծառայությունների մատուցման, խոշորացված համայնքների միավորված ռեսուրսների առավել արդյունավետ օգտագործման տեսանկյունից:
