Հայաստանի եւ Արցախի մարդու իրավունքների պաշտպաններ Արման Թաթոյանը և Ռուբեն Մելիքյանը համատեղ հայտարարություն են տարածել ԼՂՀ ՊԲ փոխգնդապետ, ՀՀ քաղաքացի Ալեքսան Առաքելյանի վարորդական վկայականն Ադրբեջանում հայտնաբելելու մասին: Հայտարարության մեջ ասվում է.

«Հունիսի 14-ին ադրբեջանական լրատվամիջոցներում տարածվել է տեղեկություն այն մասին, որ Բաքվում հայտնաբերվել է ՀՀ իրավասու մարմինների կողմից տրված վարորդական վկայական (BC տեսակի, տրված 2014 թվականի օգոստոսի 27-ին, վկայականի համար՝ RG 052597) Ալեքսան Առաքելյանի անունով: Տեղեկության վերաբերյալՀՀ մարդու իրավունքների պաշտպանի եւ ԼՂՀ մարդու իրավունքների պաշտպանի աշխատակազմերն իրականացրել են առանձին ուսումնասիրություններ եւ հանգել հետեւության, որ տեղեկության մեջ նշված փաստաթուղթը առերեւույթ պատկանում է ԼՂՀ պաշտպանության բանակի փոխգնդապետ, ՀՀ քաղաքացի 1982թ. ծնվածԱլեքսան Առաքելյանին: Վերջինս անհետ կորել էր ապրիլի 2-ին՝ ԼՂՀ նկատմամբ ադրբեջանական լայնածավալ ագրեսիայի առաջին իսկ օրը (ագրեսիայի մասին մանրամասն տե՛ս Արցախի մարդու իրավունքների պաշտպանի միջանկյալ զեկույցը): Առաքելյանի մարմինը ադրբեջանական կողմն արցախյան իշխանություններին վերադարձրել է ապրիլի 10-ին: Նշվածի կապակցությամբ արձանագրում ենք, որ ադրբեջանական կողմը պարտավոր է կատարել Միջազգային մարդասիրական իրավունքով՝ 1949 թվականի Ժնեւի Առաջին կոնվենցիայի 16-րդ հոդվա ծով ուղղակիորեն սահմանված պարտականությունը եւ ապահովել նշված փաստաթղթի վերադարձը փոխգնդապետ Առաքելյանի ընտանիքին՝ պահպանելով բոլոր պահանջվող կանոնները:

Ադրբեջանական իշխանությունները նաեւ պարտավոր են հանգամանալից քննության արդյունքում տալ մանրամասն հրապարակային բացատրություն այն մասին, թե փոխգնդապետ Առաքելյանին պատկանող անձնական փաստաթուղթն ինչպես է հայտնվել Բաքվում եւ այն էլ հանրային տարածքում: Միեւնույն ժամանակ, մարդու իրավունքների պաշտպանության մանդատ ունեցող եւ հատկապես՝ Ադրբեջանում գործունեություն իրականացնող միջազգային կազմակերպություններին կոչ ենք անում խստորեն հետեւել միջազգային մարդասիրական իրավունքի նկարագրված խախտումը վերացնելու, ինչպես նաեւ խախտման պատճառնե րի վերաբերյալ քննություն իրականացնելու` ադրբեջանական իշխանությունների պարտավորության կատարման ընթացքին: Հայտնում ենք նաեւ, որ նկարագրված փաստը լինելու է ԼՂՀ մարդու իրավունքների պաշտպանի եւ ՀՀ մարդու իրավունքների պաշտպանի ուշադրության կենտրոնում»,-նշված է համատեղ հայտարարության մեջ:
