Հրաչյա Գեւորգյանի նկատմամբ խոշտանգումները չեն դադարել

«Նուբարաշեն» ՔԿՀ-ի կալանավոր, առողջական լուրջ խնդիրներ ունեցող Հրաչյա Գեւորգյանի պահման պայմանները որեւէ բարելավման չեն ենթարկվել, վերջինիս խոսքերով՝ իր առողջական վիճակը շարունակում է մնալ ծանր։

Այս մասին հայտարարություն է տարածել ԱՆ քրեակատարողական հիմնարկներում եւ մարմիններում հասարակական վերահսկողություն իրականացնող դիտորդների խումբը:

Խմբի անդամները վերջին մի քանի ամիսների ընթացքում «Նուբարաշեն» ՔԿՀ այցի ժամանակ հանդիպել են նաեւ Հրաչյա Գեւորգյանին: Վերջինս գտնվում է «Նուբարաշեն» ՔԿՀ-ում եւ առողջական վիճակի ծանր լինելու պատճառով բազմիցս տեղափոխվել է «Դատապարտյալների հիվանդանոց» քրեակատարողական հիմնարկ:

«Հրաչյա Գեւորգյանն ունի առողջական խնդիրներ, որոնց պատճառով չի կարող ինքնուրույն տեղաշարժվել եւ հոգալ իր կարիքները, օգտվում է անվասայլակից: Ըստ Հրաչյա Գեւորգյանի` ինքը որեւէ բուժում չի ստանում, բուժակներից մի քանիսն իրեն չեն այցելում, իսկ մի քանիսը շատ ուշադիր են եւ օգնում են` կախված հերթափոխից: Հացադուլ հայտարարելուց հետո հիվանդասենյակում մնացել է մենակ: Քանի որ տեղաշարժվելու համար օգտագործում է անվասայլակ, իր համար դժվար է ինքնուրույն հոգալ իր կարիքները, զուգարանը հարմարեցված չէ սայլակով տեղաշարժվող անձանց համար, իսկ թեքահարթակի փոխարեն խցում տեղադրել են փայտաթեփային սալիկի կտոր (ДСП)»,- ասված է հայտարարության մեջ:

Թեեւ դիտորդական խումբը մայիսի 2-ին հրատապ հաշվետվություն էր ուղարկել ՀՀ արդարադատության նախարարություն եւ հայտնել իր մտահոգությունը Հրաչյա Գեւորգյանի պահման պայմանների վերաբերյալ, բայց վերջինիս նկատմամբ վերաբերմունքի փոփոխություն չի եղել: Նախարարությունը պատասխանել էր, որ Հրաչյա Գեւորգյանը զննվել է բժշկական աշխատանքային հանձնաժողովի կողմից, նրա առողջական վիճակը գնահատվել էր կայուն եւ առաջարկվել էր շարունակել դինամիկ հսկողություն, եւ ներկայումս չկա անհրաժեշտություն «Դատապարտյալների հիվանդանոց» ՔԿՀ տեղափոխելու։

Ինչպես Գեւորգյանի փաստաբան Տիգրան Սաֆարյանն է նշում, հունիսի 15-ի դրությամբ դեռեւս առկա են նույն խնդիրները, ինչն արձանագրվել էր նախորդ այցելությունների ընթացքում։ Հաշվի առնելով այն հանգամանքները, որ քրեակատարողական հիմնարկը պատշաճ չի ապահովել Գեւորգյանի բուժսպասարկումը եւ նա տեղաշարժվում է սայլակով, իսկ սանհանգույցը հարմարեցված չէ հենաշարժողական խնդիրներ ունեցող անձանց համար, բնական կարիքները հոգալու համար նա ստիպված պետք է դիմի երրորդ անձանց օգնությանը` այդ թվում քրեակատարողական հիմնարկի աշխատակիցներին եւ այդ վիճակը կրում է արդեն տեւական բնույթ՝ դիտորդական խումբը կրկին դատապարտում է ազատազրկված անձի նկատմամբ նման մոտեցումը եւ բնորոշում է այն որպես խոշտանգում եւ հիշեցնում, որ պետության պոզիտիվ պարտականությունն է՝ ցանկացած միջոցով ապահովել ազատությունից զրկված անձի առողջական վիճակին համապատասխան պահման պայմաններ:
