Համայնքների խոշորացման օրինագիծն ընդունվեց առաջին ընթերցմամբ

«ՀՀ վարչատարածքային բաժանման մասին» օրենքում փոփոխություններ կատարելու մասին եւ «Տեղական ինքնակառավարման մասին» օրենքում փոփոխություններ կատարելու մասին օրինագիծն ընդունվեց առաջին ընթերցմամբ։
Նախագծին կողմ քվեարկեց 58, դեմ՝ 23 պատգամավոր։
Մինչեւ քվեարկությունը, ԲՀԿ-ական Միքայել Մելքումյանն առաջարկեց հետաձգել օրինագծի ընդունումը, քանի որ համայնքների խորոշացումն արդարացված չէ, հատկապես նպատակահարմար չէ Բերդավանն ու Կողբը ներառել մեկ համայնքում։
Ազգային ժողովի փոխնախագահ Էդուարդ Շարմազանովը հայտարարեց, որ Կառավարության հետ իրենք նախօրեին քննարկել են այդ հարցը եւ ընդունել իշխող կուսակցության առաջարկը։
«Բերդավանն ու Կողբը մեկ համայնքում չեն միանա, այլ տարբերակներ կան։ Երկրորդ ընթերցմամբ քվեարկելու ժամանակ դա արդեն կլինի նախագծում։ Բերդավանը միանալու է Նոյեմբերյան համայնքին»,- ասաց Շարմազանովը։
Ազգային ժողովի «Ժառանգություն» խմբակցության պատգամավոր Ռուբիկ Հակոբյանը մինչդեռ համոզված է, որ օրինագծի ընդունմամբ իրենք կխուսափեն ընտրակեղծիքներից, քանի որ կեղծիքներն ամենաշատն արվում են հենց փոքր համայնքներում։
ՀԱԿ խմբակցության պատգամավոր, նախկին վարչապետ Հրանտ Բագրատյանը, սակայն, կարծում է, որ նման օրինագիծ է քննարկվում միայն պատմությունը չիմանալուց, Հայաստանի սոցիալական եւ տնտեսական պատմությանը չտիրապետելուց։
«Գյուղ դատարկել չի կարելի, մենք Եվրոպան չենք։ Նույնիսկ եթե գյուղում 10 մարդ է ապրում, պետք է դպրոց լինի։ Չի կարելի երկու կոպեկի համար վերացնել գյուղը»,- ասաց նախկին վարչապետը։
Այնուամենայնիվ, օրինագիծն ընդունվեց առաջին ընթերցմամբ։
Նշենք, որ օրինագիծն առաջարկում է միավորել որոշ հարեւան գյուղեր միմյանց հետ կամ մոտակա քաղաքի հետ։ Պետությունը գործող «մեկ գյուղ մեկ համայնք» սկզբունքը ծախսատար է համարում։ Այդ պատճառով առաջարկվում է համայնքներում 7-8 գյուղ հավաքել կամ միավորել դրանք մոտակա քաղաքի հետ։
Նոր համայնքներն ուզում են դարձնել ներկայիս կարգի եւ երբեմնի ՀԽՍՀ շրջանների միջեւ միջին մի բան։
Համայնքների խոշորացման առաջին հանրաքվեն ընթացել էր Թումանյան, Դիլիջան եւ Տաթեւ համայնքներում։
Որպես նոր համայնքներ առաջարկվում են
Արագածոտնի մարզում՝ Ալագյազ եւ Ծաղկահովիտ (որտեղ 11 գյուղ կլինի)
Շիրակի մարզում՝ Ամասիա (9 գյուղ), Աշոցք (11), Սարապատ (15) եւ Արփի (9)
Սյունիքի մարզում՝ Մեղրի (Մեղրի քաղաքը եւ 12 գյուղ), Գորիս (քաղաքն ու 9 գյուղ), Գորայք (4 գյուղ), Թեղ (7)
Վայոց Ձորի մարզ՝ Վայք (քաղաքն ու 4 գյուղ), Ջերմուկ (քաղաքն ու 3 գյուղ), Զառիթափ (9 գյուղ)։
