«Հրապարակ» թերթը գրում է. «Նախկին դատախազ, ՀՀ քննչական կոմիտեի նախագահ Աղվան Հովսեփյանը պետական համակարգում է 26 տարի, կարիերան սկսել է 1990-ին՝ որպես ԳԽ պատգամավոր, ապա քիչ-քիչ նվաճել իրավական համակարգի օլիմպոսը: Նրա շրջապատի մարդիկ պատմում են, սակայն, թե Աղվան Գառնիկիչի մոտ վերջին շրջանում հոգնածություն են նկատում պետական աշխատանքի նկատմամբ, ինչն սպառնում է վերածվել քրոնիկ հոգնածության:
«Չկա նախկին էնտուզիազմը»,-ասում են նրա շրջապատի մարդիկ՝ պնդելով, թե Գառնիկիչը փոխարենը մեծ էնտուզիազմ է ցուցաբերում ծաղիկ աճեցնելու, լուսանկարչության, գեղանկարչության, զանազան հայրենասիրական միջոցառումներին մասնակցելու, երգել-պարելու նկատմամբ. դրանք նրա հոբբիներն են:
Պարոն Հովսեփյանը, ժամանակ առաջ, կառավարությունում ընթացող կրճատումների համատեքստում անդրադառնալով իր ղեկավարած կառույցին, ասել էր. «Քննչական կոմիտեի ստեղծման պահից մանրադիտակով մենք նայել ենք բոլոր հաստիքները, բոլոր ստորաբաժանումները եւ արել ենք ամեն ինչ, որ նախատեսած ծախսերն արդյունավետ լինեն»: Նա այսպիսով ակնարկել էր, թե կրճատումները կշրջանցեն ՔԿ-ն, սակայն արդյո՞ք նաեւ իրեն:
«Ե՞րբ եք պատրաստվում գնալ թոշակի» լրագրողի հարցին պատասխանել էր. «Եթե դուք ուզում եք, որ ես գնամ թոշակի, անպայման կգնամ»: Նրա այս հայտարարությանը, ըստ լավատեղյակ աղբյուրների, կառավարությունում լուրջ են վերաբերվել եւ ընդունել են ի գիտություն»:
