ԱՄՆ-ը կօգնի Հայաստանին թուլացնել տնտեսական կախվածությունը Ռուսաստանից

Միացյալ Նահանգները կօգնի Հայաստանին բարելավել տնեսական իրավիճակը եւ ինտեգրվել Հարավային Կովկասի էներգետիկ համակարգի մեջ: Այս մասին Վաշինգտոնում հայտարարել է ԱՄՆ-ի Միջազգային զարգացման գործակալության ղեկավարի՝ Եվրոպայի եւ Եվրասիայի հարցերով օգնական Թոմաս Մելիան, փոխանցում է «Ամերիկայի ձայնը»։ Խոսելով Կոնգրեսում անցնող լսումների ընթացքում՝ Մելիան ներկայացրել է 2017-ի ընթացքում տարածաշրջանի երկրներին ուղղվող ամերիկյան օգնության առաջնահերթությունները.

«Հայաստանին ուղղվող մեր օգնությունը թույլ կտա Հայաստանին նվազեցնել տնտեսական կախվածությունը Ռուսաստանից: Այն Հայաստանին նաեւ թույլ կտա ինտեգրվել տարածաշրջանային էներգետիկ համակարգերի մեջ: Օգնության մի մասը միտված է լինելու նաեւ երկրի ներսում տեղական ինքնակառավարման ամրապնդմանը»:

2017 թվականին Սպիտակ տան կողմից առաջարկված պետբյուջեի նախագծի համաձայն, Հայաստանին ուղղվող ամերիկյան օգնությունը պետք է աճի 22 տոկոսով, կազմելով 22 միլիոն դոլար: Դրանից բացի Միացյալ Նահանգները 3 միլիոն դոլարից ավելի տրամադրելու է Հայաստանի ռազմական եւ իրավապահ համակարգերի զարգացման համար: Ամերիկյան օրենսդիրներից շատերը սակայն բյուջեի լսումների ընթացքում դեռ նախատեսում են զգալիորեն ավելացնել Հայաստանին հատկացվող ամերիկյան օգնության ծավալը: Ելույթ ունենալով լսումների ընթացքում, կոնգրեսական Դեյնա Ռորաբահերն ընդգծեց, որ Միացյալ Նահանգներն ունի կարեւոր մի հատկություն՝ մյուսների հետ կիսվելու կարեւորության գիտակցում.

«Ես միշտ հպարտ եմ եղել ամերիկյան ժողովրդի մեծահոգությամբ՝ նրանք միշտ պատրաստ են ձեռք մեկնել կարիքավոր բոլոր մարդկանց, նույնիսկ եթե նրանց երբեք չեն հանդիպել»:

ԱՄՆ-ի պետքարտուղարության ներկայացուցիչ Ալինա Ռոմանովսկին լսումների ընթացքում ներկայացրեց օրենսդիրներին ԱՄՆ-ի կողմից Եվրասիայի տարածքում օգնության տրամադրման չորս հիմնական ուղղությունները: Մասնավորապես, դրանք են երկրների անկախության եւ ինքնավարության ամրապնդումը՝ օգնելով երկրներին պաշտպանվել դրսի ճնշումներից, կոռուպցիայի դեմ պայքարն ու օրենքի գերակայության ապահովումը, ժողովրդավարության ամրապնդումն ու խոսքի ազատության պաշտպանությունը, ինչպես նաեւ խաղաղության ապահովումը.

«ԱՄՆ-ի օգնության տրամադրման չորրորդ առաջնահերթությունն այս տարածաշրջանի երկրների համար խաղաղություն ապահովելն է, որը լուրջ վտանգի տակ է հայտնվել»:

Ի դեպ, Ադրբեջանին հատկացվող ամերիկյան օգնությունը, որը Հայաստանին հատկացվող օգնությունից ավելի քան երկու անգամ պակաս է, ուղղված է հիմնականում Ադրբեջանում ժողովրդավարության եւ բաց հասարակության զարգացմանը: ԱՄՆ-ի Միջազգային զարգացման գործակալության ներկայացուցչի խոսքով, որոշում ընդունելիս, հաշվի է առնվել այդ ոլորտում Ադրբեջանի լուրջ հետընթացը:
